SAFE WORK INSTRUCTIONS Title of Subject: Degas Drill Last Reviewed Date: November 2015 June 2016 - Organizational Name Change to CNXC SAFE WORK INSTRUCTIONS The following safe work instructions is NOT INTENDED to replace hands on training requirements of the code of federal regulations. The intent is to provide an overview of known potential safety hazards associated with equipment operation. Hands on training with an experienced operator on each specific model must be conducted. The trainee can not proceed onto production until they are determined ready to proceed by the supervisor of the training. Before any operation or maintenance procedure is performed with or on this equipment, it is important that personnel have a complete understanding of the location and functions of all controls and indicators, as well as, the location and use of all emergency shutdown controls and procedures. Steps for Initial SWI Training: Prepare – Review the SWI. Present – Quick Card at the machine with experienced operator. Tryout – Person performs tasks with supervision. Follow up – Competency points are verified by supervisor and 5000-23 is signed by the trainee/trainer to complete the training. Steps for Retraining: Review SWI or Quick Card Verify Competency Points Complete Annual Training Requalification Form Competency Points: Pre-Op / Parameter Checks © Drilling / Pulling Steel © Installing Pipe © Tramming Machine © CNX Coal Resources LP is providing this safety guidance in order to specify the minimum safety standards, practices or policies that are expected to be observed by persons operating on CNX Coal Resources’ property. Additional or different safety standards, practices or policies may be applicable to your business or situation. SAFE WORK INSTRUCTIONS Title: Degas Drill SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Work Area Examination: Examine the roof and ribs for loose materials and the walkways for potential slipping/tripping hazards. Scale loose roof and ribs as necessary. Remove potential slipping/tripping hazards.  Pre – Operational Checks:   At power center, Check mechanical plug , receptacle, breaker. Make sure Receptacle, plug or cat head has identifying tag , check for ground strap from cat head or plug to frame of transformer. (if Applicable). Check switches, levers and foot controls . Make sure Cat Head/Plug, receptacle and breaker are properly identified. All levers shall be centering and all switches in the off position. Make sure panic bars will de-energize machines. Drill and Tender Unit Set-up ( If Tender Unit Applicable): All persons to be in clear, sound warning device before starting up and no one is allowed to pass while equipment is in motion. Ensure that power is disengaged from drill Unit if using tender unit. Connect Hydraulic lines from tender to drill unit.(If applicable). Stabilize drill unit by extending stab jacks to raise machine tires of mine floor. Extend stabilizing jacks until contacting mine roof . Utilize proper body positioning and safe lifting techniques. Stay clear of all red zones and never allow anyone to enter red zones Ensure breaker is disengage (if Applicable). Make sure all quick-coupler fittings are locked in place. Place blocks beneath jacks to increase load bearing capacity while extending jacks to stabilize machine. Keep all body parts away from jacks. Watch pinch points. Make sure path of swing is clear around feed carriage.

Place drill steel through drill head from rear of the drill. Connect control cable between machines to enable both hydraulic motors on tender unit to run and to activate panic bars on drill( If Applicable). Make gas checks as required in the site specific vent plan. Always use a brass hammer when hammering on drill steel or pipe to help control sparking hazards.
