CFC Overview and Campaign Plan 3

What is CFC?  CFC is the only authorized solicitation of the Federal employees in their workplaces on behalf of approved charitable organizations.  The CFC began in the early 1960’s to coordinate with the fundraising efforts of various charitable organizations so that the Federal donor would only be solicited once in the workplace and have the opportunity to make charitable contributions through payroll deduction.  Federal employees continue to make the CFC the largest and most successful workplace philanthropic fundraiser in the world.  Illiowa Bi-State region raised $681,724 in 2011 for local, national and international charities Campaign Dates: October 3 through December 21

Why Give? 5  Your donation through CFC enables you to help build healthier communities.  Just $1 a week buys….  50 hours of activities for seniors at a Center  68 meals to low-income individuals  36 hot meals delivered to homebound elderly  12 elementary school students with trained volunteer tutors to help with reading and math  10 children with bilingual beginning –to-read books to build early literacy skills  Three 30 minutes appointments for health assessment and counseling for individuals facing physical, developmental or mental health challenges.

2012 Campaign Goal ILLOWA Bi-State CFC GOAL “100 percent contact”

2012 Campaign Theme  Promotes the individual choice of donors to support personally relevant causes, while emphasizing the benefit of participation in a collective effort  Highlights the generosity and strength of the Federal workforce 7

Role of the Key Worker 8

2012 Key Worker Goals 9  Ensure 100% contact (or “ask”) with all employees  Increase number of donors and amount of gifts  Protect donor information and privacy

Here’s How 1. Make a personal commitment 2. Contact your assigned co-workers 3. Thank your donors 10

Making the Ask  In a national study, 800 Federal employees were interviewed:  70% said they would donate to CFC  Only 49% gave that year 11 The Key Worker never made “the Ask”

Giving Options and Regulations 12

Ways to Give 13 Payroll deduction  For recurring gifts, spread across 12 monthly installments for the military or 26 pay periods for civilian employees Check or cash  For one-time gifts Give by payroll deduction, cash, or by check

Ways to Give 14 Designated  Use the 5-digit charity code Undesignated  Distribution made in the same proportion as charities receiving designations Confidential gifts  Place in a sealed envelope to Pledge Form Carrier

Personal Choice 15 Select your charities of choice from CFC’s comprehensive list of more than 2,500 approved charitable organizations using:  Catalog of Caring  Printed catalog of charity list with sections for local, national and international organizations  Not distributed to every employee; donors can request copy from Keyworker  Online Charity Search  Searchable online database  Sort by name, keyword, location, administrative overhead rate, CFC code number or service category (e.g., health, disaster relief, education)  Accessible 24/7 at

Regulatory Restrictions 16 What we cannot do:  Require 100% participation  Allow managers to solicit subordinates  Pressure colleagues to give a specific amount  Develop a list of non-contributors or contributors  Coerce fellow employees Reference: 5 CFR 950 Solicitation of Federal Civilian and Uniformed Service Personnel
