Community Based Disaster Risk Reduction is an integral part of the GOI-UNDP DRM Programme

Objectives under the AIDCO project Phase I and II: – Community-based capacity building to enhance preparedness and emergency response capabilities – Multi-hazard preparedness planning at community level – Public awareness campaigns – Institutionalization of response mechanisms – Developing mechanisms for knowledge network and management

Key Achievements Institutionalization of disaster risk management system at all levels: 9630 Disaster Management Committees formed. Training and capacity building of administrative functionaries and other stakeholders in different facets of disaster management: 9197 officials trained Development of multi-hazard preparedness, response and mitigation plans for disaster risk management at state, district, block, Gram-Panchayat, village, ULB and ward level: 9297 plans formulated Capacity building of disaster management teams at all levels in the field of first-aid, shelter management, rescue and evacuation, etc.: DMT members trained Organization of mock drills to enhance preparedness, coordination and effective response mechanism: 325 Mock Drills organized

Contd… Training of engineers, architects & masons in hazard-resistant technologies: 312 persons trained Awareness generation programmes for disaster preparedness and mitigation: 33 campaigns organized No of Women trained in preparing Disaster preparedness and mitigation plans at village level: trained Networking knowledge on effective approaches, methods and tools in developing and promoting policy frameworks for DRM: More than 27 documents developed. Web-enabled, centralized inventory of resources - India Disaster Resource Network Orissa Vulnerability Report has been prepared. Two studies commissioned 1.Local words into action: Guidelines fro implementing the Hyogo Framework for action in India- Draft submitted 2.Development of guidelines for mainstreaming DRR in development planning- Draft report being finalized

Lessons Learned Aware Community leading to demand for specialized trainings (on Search and Rescue techniques, First Aid, safe construction practices) and risk reduction activities in the village Preparedness Planning and Increased Capacity thus reduces impact of Floods, Cyclone, Tsunami The audio-visual awareness and training materials have supported both government and non-government organizations to organized quality training programmes The Orissa Vulnerability Report highlights the need for micro risk and vulnerability assessment and need for a more comprehensive disaster database. Improved GO-NGO coordination which needs to be further strengthen specially for DRR activities ● Establishment of appropriate techno-legal regime for multi-hazard safety

The training given by Trained Master Trainers in the local language is more useful There is need to have more women master trainers, so as to encourage women’s participation in the training programmes Lessons from the mock drills helped DMCs and members of the Zilla Parishad Panchayat Samiti and Gram Sabha to update the disaster management plans Implemented through the state and district authorities can result in delays due to change of officers as well political setup that need to be reflected and factored into the risk log while designing the log frame.

How the outcomes will be sustained…  The NDMA, SDMAs and DDMAs in the states have been established as per the National DM Act  A lot of projects on different hazards are in pipeline by Government of India like NCMP, NERMP, DRM-II, etc…  The State and District Emergency Operation Centres operational and linked with CSMMCs/ DMC/ DMTs.  The multi-purpose cyclone shelters in Orissa have been handed over to the Cyclone Shelter Management and Maintenance Committees (CSMMCs) in Orissa. They have also been registered under the Societies Registration Act as well as formation of shelter-level corpus fund as per government guidelines.

Future plans Institutional Strengthening of the SDMAs and DDMAs. Capacity Building of the SDMA/DDMA and training institutes on Post Disaster Recovery. Capacity Building of the community on DRR Mainstreaming of DRR in Development programmes Hazard and Vulnerability Risk Assessment Urban Risk Management with emphasis on compliance of building bye laws and enhancing capacity for safe construction practices
