3. INTRODUCTION
Disaster Management has undergone a paradigm shift in recent years from the earlier approach of response to disasters to the current holistic approach of disaster mitigation and preparedness, which yields long term benefits while minimizing damage due to disasters.

4. Importance of the DM Plan
> Section 31 of National Disaster Management Act 2005,
makes it mandatory to have a disaster management plan for every State. DDMP shall include Hazard Risk and Vulnerability Analysis (HRVA), prevention, mitigation, preparedness measures, response plan and procedures. An indicative list with possible plan objectives is such as:
> The District Disaster Management Plan (DDMP) is a guide for achieving the above objectives addressed to mitigation, preparedness, response and recovery.

5. Aims & Objectives of the District Disaster Management Plan :
The aim of District Disaster Management Plan is to make District East safe, secure and prepared for any unforeseen disaster. So as to minimize the impact of any disaster on life, environment and property.
The basic objectives for formulating a Plan are as under
The basic objective of the District Disaster Management Plan is to protect all the residents of the district and all property from all sorts of untoward incidents through the following objectives:
>Institutionalization of Disaster Management in District Administration
>Encouraging a culture of Disaster Preparedness in the district
>Creation of the best government mechanism to handle any unprecedented events
>Instant response and effective decision making in disasters
>Encouraging and empowering the local community to own Disaster Management

10. FINANCIAL RESOURCES FOR IMPLEMENTATION OF DDMP
District Disaster Response Funds and District Disaster Mitigation
Funds are proposed to be created at the District Level as mandated by
Section 48 of the DM Act. The disaster response funds at the district level
would be used by the DDMA towards meeting expenses for emergency
response, relief & rehabilitation.

Disaster Risk Management deals with principles and practices of National DM Act According to this Act a three-tier system is conceptualized and implemented in the country. NDMA is apex body of this system while most of the ground work is done by District Disaster Management Authority.
