1 Supporting the Formation and Performance of Indonesia National Platform for DRR UNDP Indonesia Target Countries : Indonesia Cost of Action : USD 330,000 Stakeholders/beneficiaries: Badan National Penanggulangan Bencana or BNPB(National Agency for Disaster Management), BAPPENAS (National Development and Planning Agency), Ministry of Education, International Communities (UN/NGOs/Donors/Red Cross) Bappeda of Nanggroe Aceh Darussalam. 2 Implementation process National Platform for Disaster Risk Reduction Socialization on HFA, HFA Progress Review and National Platform with various stakeholder groups 20 November 08: declaration of commitment to establish NP for DRR 6 FGDs, 3 multi-stakeholders consultative meetings to formulate the concept paper of NP 28 April 09: Public launch of NP for DRR, known as Planas PRB Draft 0 of National strategy for mainstreaming DRR in Education Undertaken by CDE Task Force 2 National Workshops to review 0 Draft by involving members, partners of CDE, donor, DRR education actors 4 Regional Workshops in Java, Sulawesi & Maluku, NTT & Bali, and Papua Seminar on Results of Review on Draft 0 of National Strategy for Disaster Education

3 Key Achievements Indonesia National Platform for Disaster Risk Reduction A non-government-led National Platform for DRR is established with participation of multi-stakeholders, including the government, private sector, academician, media, international communities and civil society. Existing Working Groups/network: Convergence Group Consortium for Disaster Education University/Academician Forum Civil Society, Private Sector and Media Local Platforms: Yogyakarta, City of Padang, Merapi Forum, Bengawan Solo Forum Added value of developing the National Platform : HFA Progress Review 2007 – 2009 National Action Plan for DRR 2010 - 2012 Link to climate change adaptation processes : Involvement of stakeholders from the environmental civil society groups and stakeholders Active participation of the member of DNPI (Indonesian National Council of Climate Change) in the NP Joint activity in DRR Month 2009 to promote linkages between DRR & CCA

4 Draft 0 of National strategy for Mainstreaming DRR in Education Draft of National strategy for Disaster Education has been reviewed and will be handed over to the Ministry of Education for further followed-up and implementation. Further advocacy on the importance of DRR to education communities Linkage between Ministry of Education & BNPB/National Agency for DM Engagement/link between DRR communities and Education communities Representation of thematic group at the National Platform for DRR Key Achievements Aims to mainstream DRR into minimum standard of education services (regulation), school safety, school preparedness, etc.

5 Lessons Learned National Platform for DRR Established collaborative networks at the international and domestic level prior to the establishment of Planas PRB were fundamental to the PLANAS PRB PLANAS PRB is being led by the University Forum, illustrating that a non-government entity can lead multi-stakeholder policy discussions Strategies to engage different stakeholders need to be appropriate to the target Successful models for National Platforms sometimes are first evident at the sub-national level

6 Lessons Learned Zero Draft of National Strategy for Mainstreaming DRR into Education System Establishment of CDE prior to the drafting of 0 Draft was an advantage Opportunity to scale up advocacy on DRR to education communities Various elements actively participated in the process Level of knowledge and capacity on DRR and education system varies Level of interaction/engagement between various stakeholder groups/communities varies Limited involvement of relevant government authorities

7 How the outcomes will be sustained… National Platform for DRR (PLANAS PRB) Strong national leadership Permanent staff for the Secretariat Provision of funding Expansion of networks and members and strengthen ownership Development of human resources in skills and technology Ensure commitments of local, national, and international stakeholders in sharing resources and mutual learning 0 Draft National Strategy for Mainstreaming DRR into Education System Further active involvement of relevant government authorities and education communities Involvement of local, national and international organizations to enhance DRR activities in education sector Development of relevant policy to boost the enactment and implementation of the strategy Adequate funding/budget allocation Provision of knowledgeable and skilled human resources

8 Future plans National Platform for DRR (PLANAS PRB) Expand its membership and networks Support and strengthen the local platforms Carry out NP’s strategic areas of work – in line with HFA as integrated in the 5 missions of NP DRR to become one of the national development priorities 0 Draft Strategy for Mainstreaming DRR into Education System Support the Ministry of Education in finalizing the National Strategy Formulation of relevant policy for its implementation Enhance the participation of learning communities for its implementation Ensure the inclusion of local wisdom and climate change issues Involvement of PLANAS PRB
