History of EOPS The program was established by the Legislature in 1969 through SB 164, Alquist (Chapter 1579, Statutes of 1969). It was created to enable students affected by language, social, and economic handicaps to achieve their educational objective and goals; including, but not limited to, obtaining job skills, occupational certificates, or associate degrees, and transferring to four-year institutions.
