I n t e g r i t y - S e r v i c e - E x c e l l e n c e United States Air Force 1 Association of Defense Communities 2013 Defense Communities National Summit Mr. Tim Bridges SAF/IEI 12 June 2013

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 2 Major Items of Interest Partnerships Encroachment Enhanced Use Lease Strategic Basing Transformation….a first step

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Community Partnership Initiative Vision and Goals AF and Local Community Leadership is key! Bring AF leadership and resource support as Installation and Community leaders develop, prioritize and implement community partnership initiatives Practice the “Art of the Possible” Identify ways to get to “Yes” by identifying resource requirements: Time, Money, Manpower, Authority 3 People closest to the mission are generating ideas in the “best interests of the Air Force”

I n t e g r i t y - S e r v i c e - E x c e l l e n c e 44 AF Process The AF Community Partnership Process is simple Provide a Partnership “Brokering Team” when Installation and Community Leaders commit to using the AF process Schedule a series of 6 meetings that enable identifying potential partnership initiatives Identify potential initiatives; address mutual need & capacities Once initiatives are “fleshed-out”, bring in experts to help define the way forward—this will help drive initiative priority By the time of the Table Top Exercise, identify exactly: WHAT resources are required WHEN resources will be needed WHO programs for resources Do it! Implement initiative if resourced; or program for resources The process is simple, but gaining efficiency requires hard work

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Prisoner Detention Shared use Firing Ranges Cooperative Police Training AF Services-provided Airmen support programs Youth Programs Lodging Community Educational Center near front gate Waste Management/Recycling Snow removal Cooperative Fire Training/Support Chaplain Programs Pharmacy Data Center Training/Cable Maintenance Expand bus system Airport Operations and Maintenance University training of critical need interns Strategic Sourcing Sharing of Security intelligence 5 Potential Cross-Functional Initiatives

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Prototype Community Partnership Locations Altus AFB, OK Beale AFB, CA Buckley AFB, CO Ellsworth AFB, SD Hill AFB, UT JB Andrews, MD Nellis AFB, NV Maxwell AFB, AL Moody AFB, GA Peterson AFB, CO Patrick AFB, FL Robins AFB, GA Seymour Johnson AFB, NC Sheppard AFB, TX Tinker AFB, OK ANG Locations Klamath Falls ANGB, OR Ellington Field, TX Fairchild AFB, WA 6

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Regulatory Restrictions Compatible Use Competition for Resources Security Long-Term Mission Sustainment Encroachment: any deliberate action by any governmental or non-governmental entity or individual that does, or is likely to inhibit, curtail, or impede current or future military activities within the installation complex and/or mission footprint; or deliberate military activity that is, or is likely to be incompatible with the use of a community’s resources. Encroachment

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Traditional: Airborne Noise, Safety Zones, Urban Growth Emerging: Spectrum: EMI, frequency interference, rising noise floor Energy Compatibility and Availability: Compatible renewable energy Utility scale wind turbine development Clean Air Act regulations New Issues in Urban Development: Line of Sight Obstructions Light Pollution Water: Enterprise-wide vulnerability awareness needed Missile field encroachment (unique to AFGSC) Encroachment Challenges 8 AF framework addresses traditional and emerging encroachment challenges

I n t e g r i t y - S e r v i c e - E x c e l l e n c e AF Encroachment Program Encroachment on training and test ranges, airspace, military installations and electromagnetic spectrum is a critical issue for DoD and the Services Requires a comprehensive process that includes engagement with Federal, State, and local government stakeholders Establishes the need for action at all levels of leadership: Installation, MAJCOM and Air Staff Must interact with the DoD Siting Clearinghouse (established 2011)--a single DoD voice promoting compatibility between energy security and military capabilities An AF Encroachment Management Framework is established 9 Working with Installations and Community stakeholders to address encroachment challenges

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Installation Complex Encroachment Action Plans (ICEMAP) ICEMAPS through FY12 Buckley AFB Homestead ARB Joint Base Langley-Eustis Air Force Academy Dobbins ARB Joint Base Andrews F.E. I n t e g r i t y - S e r v i c e - E x c e l l e n c e Enhanced Use Leases 11 An EUL is a lease By the government Of “non-excess” property Under the control of the government To a public or private sector lessee In exchange for at least fair market value rental payments in cash and/or in kind consideration

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Why? …Win, Win, Win Community Supports base/State/local economic development Increases tax base Creates increased job opportunities Developer Financially beneficial, non-FAR business deal Potential tax incentives & proximity to utilities Project site security associated with installation security Supports “highest and best” use of real estate; single/stable land owner Air Force Consideration recapitalizes Air Force facilities/infrastructure Efficient Management of Assets…”highest and best” use Supports DoD’s 1GW Renewable Energy Plan

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Signed EULs Land Lease for construction of Water Reclamation Facility $25M Warrior Fitness Center - funded entirely through in- kind consideration Nellis AFB EUL facilitated quality of life upgrades for Airmen (new construction, maintenance, repair and restoration of facilities).
