RPEWG Meeting, Salt Lake City August 21, 2013 Milorad Papic IEEE PES PSACE Panel Mitigation and Prevention of Cascading Outages: Methodologies and Practical Applications at GM 2013

PSACE Committee Reporting Structure

3 Panel Title: Mitigation and Prevention of Cascading Outages: Methodologies and Practical Applications Co-Chairs: Milorad Papic (Idaho Power, Paul Hines (University of Vermont, IEEE Sponsors: Computing and Analytical Methods Subcommittee (CAMS) Risk, Reliability and Probability Applications (RRPA) Subcommittee Brief Abstract: The overall goal of this panel is to present state-of-the-art research and practical applications in the area of mitigation and prevention of cascading outage events in electric power systems. In response to recent large blackouts there is an increasing need to understand and mitigate blackout risk in electric power systems. This session will highlight the importance to further study mitigation and preventive actions as well as do future research in transforming data into actionable information to mitigate cascading blackout risk. PSACE Panel at GM 2013

4 A.Hour 1 - Ex-Post Analysis of the Recent Blackouts Janusz Bialek (Duhram University, UK), Walter Sattinger (Swissgrid, CH), Taiying Zheng (The University of Manchester, UK), Vladimir Terzija (The University of Manchester, UK), Ex-post analysis of the disturbance on 4 November 2006 in Europe Milorad Papic (Idaho Power) and Eric H. Allen (NERC) Ex-post analysis of the blackout on 8 September 2011 in the US Southwest Anish Gaikwad, Vikas Singhvi (EPRI),Sudhir Agarwal (General Reliability) and S. C. Srivastva (Indian Institute of Technology Kanpur), Ex-post analysis of the blackouts on 30 and 31 July 2012 in India Jorge Jardim (HPPA, Brazil) Ex-post analysis of the blackout on October in Brazil PSACE Panel at GM 2013

5 B.Hour 2 - Mitigation and Prevention of Cascading Outages Dmitry Kosterev, Eric Heredia and Ryan Quint (BPA), Using Synchrophasors for Preventing Cascading Outages Marianna Vaiman (VR Energy) (on behalf of CFTF), Mitigation and Prevention of Cascading Outages: Methodologies and Practical Applications Vladimir Terzija (The University of Manchester, UK), Peter Wall (The University of Manchester, UK), Jairo Quirós-Tortós (The University of Manchester, UK), Janusz Bialek (Duhram University, UK), Preventing cascading outages by intentional controlled islanding PSACE Panel at GM 2013

6 C. Hour 3 - New Approaches to Cascading Failure Problem Stephan Miller (CAI Inc) and Emanuele Ciapessoni (RSE, Italy) (on behalf of CFTF), Benchmarking models and data for cascading failure analysis Ian Dobson (Iowa State University), Emerging approaches for simulating and analyzing cascading outages Paul Hines (University of Vermont), Using Random Chemistry and Influence Graphs to Estimate Cascading Blackout Risk PSACE Panel at GM 2013

7 D. Hour 4 – Open Discussion What should IEEE-PES CAMS CFTF and RRPA PACMEWG do to support further development in dealing with extreme outage events and how to help industry? NERC planning and operational standards deal with a variety of single and multiple contingencies that could cause a significant impact on power system reliability. Should IEEE PES play a role in further development on prevention and minimization of the impact of multiple cascading outage events in bulk power system? What are the challenges in obtaining useful data to support the models for assessing cascading outages? Can new Synchrophasor technology help in investigation of root causes of multiple cascading outages? PSACE Panel at GM 2013
