2 Background NERC SMS approved by PC in December 2012 Sat dormant until recently – NERC Staff decided to kick this effort off due to available resources and expertise SMS Formation Announcement went out July 2 First Meeting held September 2-3 in Golden, CO Roster currently has over 70 members First meeting had 20+ in person, 25+ on phone Strong industry support for efforts underway

4 Task 1: PMU Placement Guidelines
Task Descriptions Task 1: PMU Placement Guidelines Review current industry references on this subject Develop guidelines and industry practices for placement of PMUs Focus on application specific requirements Task 2: SW Outage Recommendation 27: Angular Separation Develop a technical report on Recommendation 27 from the Pacific Southwest Blackout Report focusing on angular separation Identify industry practices, particularly in the Pacific Southwest, regarding capturing angle differences Discuss various methods for angle difference calculation techniques Develop industry practices around real-time angle difference monitoring Develop industry practices on mitigation strategies for angle limit violations Roadmap future efforts around phase angle difference monitoring and alarming

5 Task 3: Utilizing PMUs for NERC Reliability Standards
Task Descriptions Task 3: Utilizing PMUs for NERC Reliability Standards Review current and future NERC Reliability Standards, and identify how PMU technology can be applied to meet these standards Prioritize and outline the maturity level of technology related to each standard Define future areas where PMUs could be applied to current or future NERC Reliability Standards Identify standards that could impact or influence PMU technology Task 4: Model Verification using PMUs Continue working with industry to expand use of PMUs for model verification Work with vendors to benchmark software tools and applications against actual system events Develop practices and guidelines around model verification tools

6 Task 5: Technical Workshop @ NERC
Task Descriptions Task 5: Technical NERC Hold technical workshop on PMU technology used by operating entities – current applications, future work, industry priorities, etc. Bring in select subject matter experts to raise industry awareness on key focus areas for this technology Dialogue regarding path forward for development of tools & applications, procedures for real-time situational awareness, offline analysis, and training Task 6: PMUs for Cascading Outages Explore practices for utilizing PMUs to predict and mitigate potential for cascading outages Explore applications and practices for monitoring stability limits using PMUs Explore utilizing PMUs for system restoration Coordinate with IEEE Cascading Failures Working Group (CFWG)

7 Task 7: Monitor IEEE Certification
Task Descriptions Task 7: Monitor IEEE Certification Monitor the progress of establishment of IEEE C certification laboratories and processes Develop and maintain a list of certification laboratories Develop and maintain a list of certified devices Task 8: Monitor Operator Training Practices Monitor existing operator training practices related to synchronized data Explore NERC Certification Process for PMU-based Training Develop Conceptual training materials – application agnostic

13 SMS Perspective “Should the SMS reside under the PC or the OC?” The efforts around advancing synchronized measurement technology encompass both aspects… heavily… All technology starts in the planning realm As technology matures, it moves from concept to prototype to operations We believe we will fit very nicely within the PC for now Will have strong liaison with the OC May explore concept of a Joint PC/OC Subcommittee (JSMS).
