4 TADS Quarterly Reporting
TADS Changing from Annual to Quarterly Reporting Schedule Transmission Owners Should Submit TADS Outage Data 45 Days After Each Quarter Data Changes for Prior Quarters: During entry period, can update prior quarter outages Freeze Period After entry period ends, prior quarter outages are “frozen” and cannot be edited Current quarter outages, however, can be added/updated Deep-Freeze At end of Quarter 4 reporting, all outage and inventory data can no longer be edited

5 TADS Key Inventory Fields
TADS Changing from Summary Inventory to Individual Inventory Inventory Forms Closely Resemble TRD, but Some Differences Entity Unique Element ID Added In lieu of TO Operator name and Element ID (e.g. TOElement1) Can be Alphanumeric, including underscore {Regional Entity, NCR, Element ID} combination will be unique NERC-wide Instead of “In-service Date”, “Change/Reconfiguration Date” Should be modified when circuit miles change to calculate proper equivalent circuit miles Instead of “Parent Code”, “Precursor Element” Can input multiple Precursor Elements

Common Corridor (WECC Only) Common Corridor information can be bulk uploaded into webTADS Follows TRD definitions AC Multi-Circuit Structure Miles calculated from Common Corridor TADS Considers Element In-service Date as 1/1/2013 if Element In-service Date is ≤ 12/31/2012 BES Exception Field to handle new BES definition

7 TADS Bulk Electric System Alignment
TADS to Align with New Bulk Electric System Definition in 2014 Includes the Following BES Elements: AC Circuits DC Circuits Transmission Transformers (No GSUs) AC/DC Back to Back Converters Two New Voltage Classes BES kV BES Less than 100 kV* *The Bulk Electric System definition has a bright-line at 100 kV, but there is an option to include Less than 100 kV Elements by special inclusion

8 TADS Bulk Electric System Alignment
Elements > 200 kV, but excluded from BES? 2013: Continue to report in TADS 2014: Mark Element in inventory as “BES Excepted” and retire Element as of 1/1/ Element is no longer TADS-reportable. BES Exceptions Approved After 1/1/2014: Mark Element in inventory as “BES Excepted” and retire Element as of BES Exception approval date. Element is no longer TADS-reportable after BES Exception approval date.

9 Additional Training Dates TBA for July, August, and September
TADS Training 3 Combined Software/Data TADS Training Classes Prior to June 30 Deadline Will cover enough material for successful June 30 data submission Additional Training Dates TBA for July, August, and September Will cover enough material for successful September 30 data submission Date Training Type June 12, 2013 1 PM-3 PM ET Combined Software/Data Training June 19, 2013 June 26, 2013

10 WECC Specific TADS Information
WECC Transmission Owner Direct Upload WECC TOs will now upload to TADS directly instead of WECC DRE WECC 2012 TRD inventory data already uploaded into webTADS By June 30, WECC TOs should verify that all of their Element IDs are in webTADS and that circuit mileage for Elements is accurate as of January 1, 2013 By September 30, WECC TOs should upload their outage data into webTADS Possible to Have WECC-Specific Training, if Desired

11 WECC-FAC-501 Enhancements
Trend average outage rates for the 7 sectors with more outages on lines with the standard over time Evaluate whether average outage rates have changed since 2008 Use outage rates per mile to see if the results are the same Study cause code impact on the 7 sectors: Controllable cause codes Failed AC Substation Equipment, Human Error, Failed AC Circuit Equipment, Failed Protection System Equipment Contamination, Foreign Interference, Power System Condition Vandalism (Terrorism, or Malicious Acts) Environmental, Vegetation, Fire, Other Uncontrollable cause codes Lightning, Weather excluding lightning, Unknown Consider outage duration, start time and climate (e.g., terrain) Consider violation records (FAC and PRC-STD-005-1) IPC and BPA Pre-2008 Outage Analysis Analyzing Pre-2008 and Post-2008 Outage Data to Determine Effectiveness of WECC-FAC-501 Standard
