Council Agenda Item #5 February 4, 2019 Amendment to FY 2019 CIP Budget to Appropriate Residential Impact Fees Received from the Lincoln Properties Development Council Agenda Item #5 February 4, 2019

Background On August 27, 2018, Council directed staff to return with a proposed list of projects to be funded when the Residential Impact Fees from Lincoln Properties Development was received. A payment of $8,260,029 was received on December 24, 2018.

RIF Park Districts

Background Recommendations based on greatest need, and Finance Committee & Council discussions during FY 2019 CIP budget adoption process. Staff recommends a total of $6,685,000 in RIF – West District be appropriated to the following eligible projects:

Project Details Robinson Park Pool & Pool Building Renovation Appropriate $4 million to fully fund project Scope of work will include replacing existing pool with deeper pool; replacing pool deck & perimeter fencing; installing bleachers & shade structure; & replacing pool building Design will begin in FY 2020 & construction will follow

Project Details Citywide Sports Facilities Improvements - La Pintoresca Park Improvements ($500K) Appropriation allows for resurfacing of basketball court & skate park; installation of perimeter fencing; & site drainage improvements Robinson Park Basketball Improvements ($450K) Appropriation allows for full replacement of basketball court & installation of shade structure Brenner Park Improvements ($240K) Appropriation allows for resurfacing of basketball & tennis courts, and repairs to ballfield backstop

Project Details Parking Lot Improvements at City Facilities Appropriate $495K for parking lot improvements at Carmelita Park – Norton Simon Museum Carmelita Park is city-owned park and is eligible use of RIF per Muni Code, Chapter 4.17.060 Parking lot ranked in poor condition according to the 2105 Parking Lot Master Plan Excessive cracking & uplifted asphalt Design will begin immediately & construction completed in FY 2021

Project Details Installation of Restroom Building at Desiderio Park – Construction Phase Appropriate $700K to fully fund this project Construction will be completed in FY 2020 Annandale Canyon Open Space Trail Access, Improvements & Park Expansion Appropriate $300K to fully fund this project Scope of work is the installation of a ¼ mile park trail Environmental & design work will continue in FY 2020 & project will be completed in FY 2021

Total Appropriation Staff recommends appropriating $6,685,000 This appropriation will leave an available balance of $804,204 in the West District

Recommendations Find that the proposed actions are not “projects” as defined in the California Environmental Quality Act (CEQA), Public Resources Code Section 21065 & Section 15378(b)(4) & (5) of the State CEQA Guidelines & are not subject to environmental review. Amend the FY 19 CIP Budget by appropriating $6,685,000 to five projects as detailed in presentation and report.
