2 City Manager’s Office Current Policy Public Park and Recreational Facility Park Monument Policy  Stated intent: to memorialize a person, place or event that is significant to Pasadena  Review by staff, Recreation and Parks Commission and City Council  Role for Arts and Culture Commission when items are designated as “Public Art”  Treats all proposals the same regardless of potential significance  Has worked well for small scale items e.g. plaques  Staff recommends establishing new process based on level of significance as determined by City Manager 2

3 City Manager’s Office Proposed Policy Projects of less than City-wide significance  Process:  Application: details of proposal – size, proposed location  Evaluation: proposed location, compatibility, maintenance  Review and approval by Recreation and Parks Commission  No longer require approval of the City Council  All costs paid for by applicant 3

4 City Manager’s Office Proposed Policy Projects of City-wide significance  Process:  Application: details of proposal – concept, proposed location  City Council Concept Approval:  Conceptual overview of proposal, what & why  Provides for early public awareness and comment  Allows for consideration of subject matter separate from physical form  Concept Approval required in order to proceed 4

5 City Manager’s Office Proposed Policy Projects Granted Concept Approval  Artwork development process including artist selection process overseen by Arts and Culture Commission  Consistent with Capital Public Art Guidelines  Arts and Culture Commission recommends final design to City Council  Recreation and Parks Commission recommendation if proposed to be located in a City park  All costs paid for by applicant(s) 5

6 City Manager’s Office Proposed Policy Bifurcated process allows for Council consideration of subject matter before considerable time, effort and expense Clear process for potential applicants Allows for early public input and throughout artist selection process 6

7 City Manager’s Office Recommendation Staff recommends that the City Council: Find that the recommended action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15301 (Class 1: Existing Facilities); and Adopt the Memorials Policy. Apply the policy to applications received September 1 st and thereafter. 7
