3 Background Approval of voters in the Lakes Districts in November 2007, to assist in the financing, construction, installation, use, operation, and maintenance of improvements for a residential development The City was willing to cooperate in the financing of construction of the Lakes District Improvements and the School District Improvements by the City’s collection of its park capital expansion fees (CEF’s), to include park improvements for public use, as supported by the Parks and Recreation Master Plan In January, 2014, the City, the Lakes at Centerra Metro District No. 1 and the Thompson School District entered into an IGA concerning Public Park Improvements

4 Projects Construction of Lake District Improvements
A public neighborhood park, which was named Frank Farm Park, in honor of the Frank family that owned and farmed the land Opened to the public in November 2015 Construction of School District Improvements Open to the public during all non-school operating hours Subject to the School District’s priority use Subject to normal park closure times

6 School Park Site The diagram to the right shows the portion of the High Plains School that park CEF’s covered (in red). This includes a ballfield and a multi-purpose field for public use.

9 Collection of Capital Expansion Fees
Capital Expansion Fee imposed upon every dwelling unit of the residential development within the Lakes at Centerra property City agreed to collect the CEF’s and pay it to the Lakes District ($200,000 for the park) and to the School District (up to $800,000 for the park fields at High Plains School) Payment in full to be made after completed construction, final inspection by City staff of public use portions, and all appropriate invoices received Although the school was completed in 2016, the reimbursement of funds was delayed by staff departures at both the School District and the City of Loveland

10 Council Action Requested
Approve the appropriation of $800,000 for the reimbursement of funds to the Thompson R2J School District for the construction of the High Plains School Public Park Improvements
