Recommendation Find that the recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “General Rule” exemption; and Approve the Substantial Amendment to the Annual Action Plan ( ) for HOME funds.

3 Substantial Amendment to 2017-18 Annual Action Plan for HOME Funds
Background On 5/15/17 City Council approved the Annual Action Plan for HOME program funds. Per HUD, substantial changes to the Plan must be approved by the local governing body. The proposed allocation of $314,200 in HOME funds for the Centennial Place interior rehabilitation project represents a substantial change to the Plan. November - with the intent to expend all funds by a June 30, 2016 target date.

Centennial Place Background and Status In 2013 City Council approved a $367K loan agreement with Abode to fund interior renovation of spaces for supportive services provision, and upgrades to resident common area facilities. Completion in October 2017. In July 2017, Abode identified additional interior rehab needs and requested $314,200 in additional HOME funding. The expanded rehab scope includes full renovation of shower rooms; upgrades to common bathrooms, kitchen, and community room; replacement of dwelling unit doors; and energy-efficient lighting.

Centennial Place Background and Status Proposed funding will be HOME set-aside monies for Community Housing Development Organizations (CHDO) CHDOs are nonprofits that have low-income representation on their boards. Abode is the only certified CHDO with an eligible project in Pasadena. Of the proposed $314,200 CHDO funds, at least $157K must be under contract by 9/30/17. Use of HOME funds often require long lead times for HUD approval, public review and environmental processing. A recommendation on the terms of an amended loan agreement for the project will be brought to City Council next month.
