Project Overview Purpose Objectives Fulfill requirements of 2014 One-Stop Business Portal Act requiring the Department of Information Technology (DoIT) to create a user-friendly website providing businesses a “one stop” location to access information and to perform processes required to do business in New Mexico. Objectives Interface with state agency websites to provide “one stop” for business owners to plan, start, maintain and expand their businesses Provide general business information including tax and regulation requirements, permit, licensing and tax payment and access to customer service assistance Design a dashboard with user ability to save work and return at a later time to complete

Approach Phase I: DoIT successfully set up the governing structure, established the Steering Committee, hired project management and IV&V contractors, built interagency and business sector advisory coalitions, and conducted the procurement for a website development vendor Phase II: DoIT procured a second website development contractor, implemented an interim website that met basic requirements, and completed work on NMBP

Lessons Learned Marketing is Key Due to nature of the NMBP, buy-in from the business community was critical. Marketing should have been a key element of the project plan from the beginning, but was not introduced until late in the project. Despite this, the team still achieved measurable success obtaining business community buy-in. Project Management Efficiency and Continuity DoIT contracted for project management support, and ultimately involved two project managers for a substantial portion of the project. For future projects, it would be more efficient to engage shared project management support to provide the level of engagement needed at various points in the project more efficiently, and to ensure continuity throughout the effort.
