3 Definitions Computer-aided dispatch (CAD) is a means of dispatching emergency services assisted by computer. This is the system that allows the dispatcher to intake the call and send the information to the appropriate emergency service providers. Mobile Public Safety (MPS) connects the emergency service provider to the dispatch center to provide additional information beyond radio-only communications. Public Safety Answering Point (PSAP) a call center that runs 24 hours a day responsible for answering calls and dispatching emergency services for police, firefighting and ambulance.

4 Purpose of Project The New Mexico Department of Public Safety (DPS) is replacing the existing Computer Aided Dispatch (CAD) system. CAD is one of the core systems DPS provides to the State Police and other Law Enforcement Agencies (LEAs). CAD is the system used to dispatch 911 calls out to the officers, map the call location in the dispatch center, provide Automatic Vehicle Location (AVL) for officers in the field, and provide National Crime Information Center (NCIC) access within the application. CAD is essential in providing rapid response from LEAs to crime/incident scenes. The previous CAD had been in place for over 15 years and becomes end of life/support after March 2018. One of the primary missions of DPS is to support Law Enforcement Agencies (LEAs) throughout the State of New Mexico in protecting their citizens. DPS fulfills this mission through a variety of means, one of which is to provide data, systems and networks that allow criminal justice agencies to access information in a timely fashion that is useful for decision making. The DPS CAD system is currently used by law enforcement agencies in Sierra, Valencia and Luna Counties. Additionally multiple Federal, State and local agencies receive full dispatch support through DPS. The cost and resources to move these agencies to the new DPS CAD system was included in the project. DPS currently operates without an integrated RMS. Implementation of an integrated RMS system will be a separate project.

Initiation funding in June 2012 of $50,000 for a CAD and Records Management System (RMS) Planning funding in March 2013 of $250,000 for CAD and RMS system Funding repurposed in Laws in April 2015 for CAD only Planning for $550,000 Implementation funding of $2,850,000 from Laws 2012 reauthorized for CAD and $450,000 from Laws 2014 repurposed in Laws 2015 for CAD in November 2015 Total Appropriated Amount $4,150,000

6 CAD Vendor Selection Vendor selected from RFP in March 2015
Negotiation and contracting process concluded in December 2015 for Intergraph system

7 Implementation Phase 2016 Implementation started in January 2016
January 2016 – Vendor Project Plan accepted by NM DPS with the primary focus on implementation for State of NM, not external agencies January 2016 – Contractor hired to determine Geographic Information System mapping needs February IV&V analysis began September 2016 – New vendor project manager/team changes at Intergraph November 2016 – GIS data delivered does not meet system requirements November 2016 – New DPS project manager/team changes at NM DPS December 2016 – New GIS strategy deployed

8 Implementation Phase 2017 January 2017 – Work on external PSAP agency governance plan begun February/March 2017 – Functional Analysis Test performed April 2017 – External agency work on governance completed May First comprehensive state map loaded into system May/July 2017 – End users trained July 25th – August 3rd, 2017 – Go-live for NM DPS August/September 2017 – 60 day reassessment period September/October 2017 – Amendment 3 developed to include the following: Removal of automated TDD (Telecommunications Device for the Deaf) Addition of I/Netviewer licenses due to the unanticipated demand for use by NMSP Command (from 30 licenses to 100 licenses) Change of I/Map Editor NL and GeoMedia Professional NL licenses to I/Map Editor CC and Geomedia Professional CC licenses to accommodate the need for remote access for NM DPS and contract support staff Addition of 50 Mobile Public Safety licenses (from 200 to 250) to ensure licenses are sufficient to meet the number of officers in the field on the system at any given time October 2017 – Final IV&V report
