2 Introduction GenTax is a commercial-off-the-shelf (COTS) product that is the tax system of record for New Mexico. New Mexico Taxation and Revenue Department  (TRD) just completed an upgrade of GenTax. The GenTax V9 Upgrade Project started in July 1, 2012 and was successfully completed June 30th, 2014. From the GenTax V9 Upgrade Project budgetary allocation of $6.23M, $6,081,072 was spent. The Project was delivered on time and under budget by $148,928. The GenTax V9 Upgrade Project business case projected to deliver an ROI exceeding 3:1 over 5 years commencing with implementation on 06/30/13. Due to the enhanced capabilities in V9 GenTax, as of 06/30/14 TRD has generated an additional $36,055,000 in revenue and cost savings to the state at a cost of $7,800,000. This represents a current run rate ROI of over 4.5:1.

3 Request TRD requested to increase the Maintenance and Support contract for GenTax (Enhanced Maintenance Appropriation). This was an increase of $1.0M over the current budget of $1.25M per year. This request, an enhanced Maintenance and Support contract, increased the number of dedicated contract developers supporting the system. This allows TRD to maintain the most current GenTax software version for improved efficiency, capability and security.  As a result, the enhanced maintenance request protects existing revenue while promoting additional opportunities for generating new revenue as already proven by the GenTax V9 upgrade.

4 Benefits Enhanced annual GenTax software maintenance and support will provide these benefits: Staying current with all the GenTax COTS software updates and releases.  This ensures that New Mexico benefits from new software version releases at no additional cost. From August 1st, 2013 to June 30th , 2014, three major software updates were installed which would not have been possible without the GenTax Enhanced Maintenance appropriation. Additional functional enhancements without added cost.   This allows TRD to better facilitate legislative changes and/or modifications to GenTax. Additional contractor resources to maintain and support departmental requests. From August 1, 2013 through June 30th, 2014, The Enhanced Maintenance appropriation has enabled TRD GenTax Bureau to reduce the number of monthly outstanding divisional service requests from 500 to 300 per month and the average monthly escalated urgent requests from 9 to 3.

From August 1, 2013 through June 30th, 2014, The Enhanced Maintenance appropriation has enabled TRD GenTax Bureau to reduce the number of monthly outstanding divisional service requests from 500 to 300 per month and the average monthly escalated urgent requests from 9 to 3. Ability to utilize full file and pay TAP (Taxpayer Access Point). The Enhanced Maintenance appropriation has enabled TRD to transition most of its E-file tax applications into the GenTax TAP environment in FY14. This enables TRD to provide the taxpayer with a more stable, secure and uniform e-filing experience. Major tax applications moved into the TAP environment in FY14 include: Weight Distance Tax and e-permits, Personal Income Tax, Combined Reporting System, PTW, OGP, etc.

6 Budget In Laws of 2013, Chapter 227, Section 7, Item 4, TRD received $1,000,000 The total cost of the appropriation was $1,000,000 Funds were expended by 6/30/14
