2 | emwd.org Background Pilot Study of the AquaSel Brine Concentration Technology was completed in August 2015 AquaSel is a proprietary process by GE which uses Electrodialysis Reversal (EDR) and a precipitator Tested 10 gallons per minute (gpm) pilot plant Pilot testing was conducted over a nine-month period (1,890 hours of run time)

3 | emwd.org Summary of Pilot Study Findings Demonstrated success processing EMWD’s brine The pilot identified some areas that require optimization – Precipitator process and sizing – Filtration of the recirculated feed to the EDR – Hydraulic flow balance – Miscellaneous electrical systems and instrumentation systems Average TDS of pilot plant product water was approximately 1,900 mg/L – Compatible with raw well water for blending – May be used as potable water if desalted

11 | emwd.org Proposed Next Steps Conduct a larger AquaSel Demonstration Project: Validate the process at a larger scale utilizing one full-size AquaSel module Sized for 100 gpm 1/16 of a full-scale 2.3 mgd plant This demo unit will: Include full scale components Refine the design and sizing of the precipitator Utilize the same EDR stack as a full-scale plant Confirm the AquaSel process has been optimized for a full-scale plant Validate preliminary estimates for operating costs

13 | emwd.org Grant Funding for AquaSel Demonstration Project Staff submitted a grant request to the U.S. Bureau of Reclamation (USBR) under the Desalination and Water Purification Research and Development program. o $400,000 over two USBR fiscal years o Grant application is pending. Staff anticipates award by September Senior Management met with USBR Management and staff to present findings of the pilot and discuss future collaboration.

14 | emwd.org Proposed Engineering Support Services Staff received a proposal for engineering services in support of the project from a combined team of CH2M and Carollo Engineers in the amount of $249,700. The consulting team provides the combined experience with the prior AquaSel pilot project, existing Desalters, and future Perris II Desalter. The team will also assist in negotiating with GE for the procurement of the equipment.

15 | emwd.org Consultant Scope of Work Assistance with negotiating for the equipment and services from GE. Preparation of the preliminary demonstration project protocol to ensure the design of the demonstration equipment will meet the project objectives. Preparation of a technical memorandum addressing permitting and regulatory issues using the proposed technology to concentrate brine. Assistance and support with seeking additional grant funding from the USBR and the State of California under Proposition 1. -USBR staff has indicated more funding may become available. Preparation of construction contract drawings and specifications.
