Strategic Summary 2015 Performance Overview… 10% decrease in Thefts (including pedal cycles) 12% decrease in Burglary Non-Dwelling 12% decrease in Serious Acquisitive Crime 13% decrease in Anti-Social Behaviour (ASB)

Strategic Summary 2015 Performance Overview…  23% increase in Violent Crime – Nationally Police recorded violence figures are up believed due to a renewed focus on crime recording standards.  30% increase in Domestic Violence – Nationally Police recorded DV is up.  42% increase in Hate Crime – National and Force level increase also seen with the majority being race hate crimes.  57% increase in Serious Sexual Offences – National increase in reported sexual & child abuse believed to be a result of Operation Yewtree and Rotherham Inquiry.

Strategic Summary 2015 CSP Outcomes… Reducing ASB & Violent Crime – Summer Passport Scheme – Ran for the eight year with overall participation increasing by 22.5% from 2014 and 25% of young people working with Motiv8. Taxi Marshals – Continued funding by the OPCC providing a reassuring presence and freeing up Police resources. Partnership Action Group – Well-attended multi-agency meeting focusing on vulnerable victims, persistent offenders and problematic locations.

Strategic Summary 2015 CSP Outcomes… Protecting Vulnerable Members of the Community – Domestic Abuse Awareness – Delivery of awareness raising events in conjunction with White Ribbon Day & SGCD. Safer Gosport website also developed to give timely information to the public about DA & available support. Prevent – Counter Terrorism and Security (CTS) Act 2015 places new responsibilities on LA to identify and support individuals at risk of becoming involved in extremism. CSE – Increase seen locally and mapping exercise being undertaken. Suggested the CSP lead on a bid to the OPCC to raise awareness in Gosport and address local support issues.

Strategic Summary 2015 CSP Outcomes… Tackling Drug & Alcohol Misuse – Novel Psychoactive Substances – Funding secured from the OPCC to provide information to parents/carers and working with Motiv8 highlight the dangers of NPS to young people through music. Development of this project funded through YOUdecide. Tapestry Action Group – Partnership response to tackling Mephedrone use in Gosport. Successful Police enforcement led to thirteen arrests and seizure of £15k of Mephedrone and £22k cash. Successful OPCC bid for targeted youth work delivered by Motiv8. Significant reduction in young people using Mephedrone.

Strategic Summary 2015 CSP Outcomes… Supporting Families and Individuals to Prevent Offending Behaviour – Partnership Working – Referrals to PAG, EHH & STF increasingly seeing families & individuals with multiple or complex needs. STF supported over 388 families in Gosport. About Turn Project – Probation co-ordinated project supporting people affected by alcohol & drug misuse. Delivered by several partners including Community Safety. Mediation and Restorative Justice – Use of mediation increasing locally and RJ providers recently commissioned by OPCC due to become operational in 2016.

Strategic Summary 2015 CSP Outcomes… Increasing the Feeling of Safety Amongst Gosport Communities – YOUdecide – Successful funding bid to HCC for final Decision day held November £10k funding for community projects which included Motiv8, Breakthrough Youth Club, Moving On Project, Tammy’s One-Stop-Shop and Gosport Football Club. Safer Gosport Community Day – Excellent representation from partners, both statutory and voluntary sector, and well- attended by residents. Ensures community priorities are identified and promotes the work of the CSP.

Strategic Summary 2015 PESTELOM Issues…  PCC Elections – PCC will stand for re-election in May New appointment could impact significantly on CSP if change in funding arrangements and priority areas of work.  Devolution – HIOW have put together a devolution bid which includes the transformation of public services.  Community Safety Funding – Funding for CSP initiatives are applied for on a individual basis to the OPCC. Causes issues with long-term planning & responding in a timely manner to emerging CS issues.  Preventing Terrorism & Violent Extremism – Focus for the Government and law enforcement agencies. CTS Act places new responsibilities on LA with action plan being co-ordinated.

Strategic Summary 2015 PESTELOM Issues…  SafetyNet – Work undertaken in Gosport & across Hampshire with partners to increase information sharing via SafetyNet.  Gosport Regeneration – Daedalus and Rowner Regeneration currently under way. Creation of new jobs but associated ASB issues in Alver Village managed through PAG.  Modern Day Slavery – 2015 Act increases the maximum jail sentence for human traffickers to life. Increase in reporting resulting in Hampshire’s Modern Day Slavery Partnership. CSP must be increasingly aware of prevalence in Gosport.  Psychoactive Substances Bill – Will create a blanket ban on NPSs. Enactment will increase enforcement & education opportunities.

Strategic Summary 2015 PESTELOM Issues…  Hampshire Constabulary – Operational Change Programme continues with local changes including co-terminus arrangements with the NPT in the New Year. OCP may impact on ability to respond to demand with a consequential impact on victim satisfaction.  Hampshire Fire & Rescue Service – Currently undertaking a consultation process to make financial savings which will result in a reduction of staff and fire engines available overnight. May impact on public confidence.  Social Media – Throughout 2015 the Safer Gosport Facebook likes have increased by 27% as has the number of Twitter followers. Increasingly used as an engagement tool with communities who do not use more traditional methods.

Strategic Summary 2015 Suggested Priorities… Overarching Aim: To improve the safety of Gosport Communities Priority 1 – Reducing ASB & Violent Crime Priority 2 – Protecting Vulnerable Members of the Community Priority 3 – Tackling Drug & Alcohol Misuse Priority 4 – Supporting Families & Individuals to Prevent Offending Behaviour Priority 5 – Increasing the feeling of safety amongst Gosport Communities

Strategic Summary 2015 Key Recommendations…  CSP Board to endorse the five suggested priority areas of work.  CSP Board to ensure staff attendance & engagement with the monthly Partnership Action Group.  CSP Board to support & promote information sharing via SafetyNet.  CSP to proactively consider and communicate sustainable funding solutions between partners to ensure delivery on CSP priorities.  CSP to continue demonstrating effectiveness thereby increasing funding opportunities through high-quality project evaluation.  CSP to ensure the Board is representative of partner agencies who have a vested interest in Community Safety. Consideration to be given to representatives from Southern Domestic Abuse Service.
