October Meeting Outcomes Duct Sealing The RTF merged the performance based duct sealing and prescriptive duct sealing measures into a single duct sealing measure: – Planning UES: Duct Sealing Single Family – Uses data from PSE evaluation to set planning savings at 12% of RBSA heating energy use (research is required to prove out this estimate) – Proven UES: Duct Sealing Manufactured Home – Used the RTF approved prescriptive duct sealing MH measure (August 2015) as the measure Rationale: – There is no evidence in the available studies to suggest savings are different between prescriptive and performance based duct sealing – Data suggests that significant savings can be achieved through meeting the basic prescriptive requirements – Performance based requirements (pre and post duct leakage tests) are difficult to verify without getting into program specifications RTF provided some suggestions for future research on this topic 3

October Meeting Outcomes (cont) Residential Behavior RTF deactivated the current Standard Protocol for Residential Behavior as it does not meet the Guidelines requirements for a standard protocol. RTF instructed the staff to spend time pursuing the development of Program Impact Evaluation Guidance for residential behavior programs RTF instructed staff to take a staged approach, spending time first to better define persistence and look at the existing evaluations/protocols to specifically identify the areas where additional RTF Guidance will add value for the region Residential DHW - Showerheads RTF updated some parameters in the analysis to be consistent with the Thermostatic Shower Restriction Valve approved in July – Some changes to the savings, but all measures remain cost-effective 4

October Meeting Outcomes (cont) New Construction – ENERGY STAR in ID and MT RTF deactivated the two prescriptive paths (ID/MT BOP2 and ID/MT DHP TCO) because these are no longer a part of the NW ENERGY STAR program RTF deactivated the two performance paths (ENERGY STAR Montana and ENERGY STAR Idaho) – The specification does not have significant shell improvements over code in either state – Majority of savings come from CC&S, and that could be developed as it’s own measure – NW ENERGY STAR does not plan to keep the existing measures past 2016, but instead effort is being put into a Next Step Homes Standard Protocol Other Items RTF reviewed Action Items from the Draft 7P that relate to RTF work RTF reviewed the proposed cost-effectiveness methodology for the 7P 5

Program Implementation of Vintage Option In September, the RTF adopted measure identifiers for different vintage refrigerators and freezers: – Any vintage – 1992 and earlier vintage – 1993 and later vintage At the last implementers group meeting, there was a request to discuss collectively how programs might move forward here and asked for time on the next call to discuss Open the floor to share your thoughts and questions with each other… 7
