Grants Management Update George O. Strawn NSF Chief Information Officer Advisory Committee for Business and Operations Spring 2006 Meeting

Discussion Outline Government-wide Grants Management (Grants.gov) –NSB Discussion on Grants.gov Grants Management Line of Business (LoB) Update

NSB Discussion: Grants.gov NSF Context Grants.gov –Context –History –Status Prospects

NSF Context (FastLane) FastLane is NSF’s flagship application, enabling NSF to receive electronic proposals NSF developed FastLane over a 5-year period ( ), addressing challenges and enhancing the system based on lessons learned Now a mature system, FastLane is well- accepted by the academic community

Grants.gov Context One of many Federal e-Gov projects that seek to consolidate Federal Information Technology –e-Gov projects range from e-payroll (which has worked well at NSF) to e-travel (which has not) Designed to serve as a “one-stop shop” for finding and applying for all federal grants Like FastLane in the 90’s, Grants.gov is young

Grants.gov History Accelerated time schedule NSF is part of the Grants.gov team –Fastlane “lessons learned” experiences are shared and integrated into some (but not all) of the Grants.gov design and development

Grants.gov Status Mac support is now under development NSF is sharing other Grants.gov development issues with the development team Continued integration of FastLane Lessons Learned

Grants.gov Prospects Grants.gov will ultimately provide benefits and consistency to the academic community (e.g., Faculty and Sponsored Research Offices) NSF will continue to support FastLane for the research community while Grants.gov is maturing

Issues to consider: Grants.gov Communication and coordination within NSF and research community Policy considerations relating to problematic submissions via Grants.gov Future requirement to use Grants.gov for all submissions?

Government-wide Grants Management Goal Consolidate grants management systems and services across the federal governmentWhy $540,000,000,000 in grantsHow Grants.gov Grants Management Line of Business (LoB)

Grants Management LoB Goal Aimed at limiting the number of government- wide grants-related IT service providers for functions beyond “Find” and “Apply” NSF Approach Develop enhancements and additions to the NSF suite that can be leveraged/modified to also serve external customers

FY06 Grants Management LoB First round of consortium leads: –NSF –Department of HHS/ACFS –Department of Education Second round of consortium leads anticipated to be named at a later date

FY06 Grants Management LoB Complete a business case Pilot activity with another agency –USDA Cooperative State Research, Education, and Extension Service

Grants Management LoB Issues Sponsorship and governance of a multi-year, strategic investment Creation of information sharing culture Next Generation capabilities requires Next Generation supporting infrastructure
