1. Welco EPA TRIBAL PROGRAMS Cathy Villa, EPA Tribal Coordinator EPA’s Tribal Programs leads the effort to protect human health and the environment of federally recognized Tribes by supporting implementation of federal environmental laws consistent with the federal trust responsibility, the government-to-government relationship, and EPA's 1984 Indian Policy.  The R10 Tribal Unit serves federally recognized Tribes through the following:  Having an in-depth understanding of Tribal Environmental needs  Advocating for Tribal Environmental needs and perspectives within EPA  Assisting EPA employees and others to understand the unique needs, culture, and status of Tribal governments within EPA  Managing grants to Tribes in the Tribal Trust and Assistance Unit

Welco EPA REGION 10 TRIBAL PROGRAMS Region 10 serves 271 federally recognized tribes in Alaska, Idaho, Oregon, and Washington.  We are committed to assisting tribes in strengthening their abilities to manage environmental programs in Indian country, and to ensure that tribes have a voice in decisions that affect their land, air and water.

Welco SOME EPA PROGRAMS IN ALASKA  Targeted Brownfields Assessment: an environmental investigation designed to document environmental conditions at a property under consideration for redevelopment.  Regional Tribal Operations Committee (RTOC) The Region 10 RTOC is a partnership between EPA Region 10 and elected tribal representatives to: Further tribal environmental objectives at the regional level, serve as a liaison between the EPA and tribes for information exchange, and provide assistance to the National Tribal Operations Committee (NTOC).  Additional information available at EPA.gov

4. Welco Design and deliver beautiful presentations with ease and confidence. Through this program, Tribes may:  Identify tribal environmental priorities (ETEP’s), baseline environmental needs to build capacity to administer and develop an environmental program.  Establish tribal capabilities to implement an environmental program, foster compliance with federal environmental statutes, and establish tribal communications capabilities to work with other regulatory entities. 5. Welco Design and deliver beautiful presentations with ease and confidence. The Funding Announcement outlines the requirements and process to apply for a GAP grant. Before Tribal GAP Staff will develop a proposal:  Consider and discuss the environmental issues the Tribe wishes to address with Tribal Council (or outlined in the joint EPA-Tribal Environmental Plan);  Review the GAP Guidance to ensure that what the Tribe proposes is allowable; and  Read the Funding Announcement – tribal council awareness is common to a successful environmental program. 6. Welco Background & Eligibility GAP grants are for activities that build the capacity of tribes and tribal consortia to plan, develop, and establish environmental protection programs consistent with the federal laws the EPA implements. (if basic requirements are met)  Tribes – This national program provides that all federally-recognized Tribes in the U.S. are eligible to receive GAP funds.  Tribal Consortia – A tribal consortium is defined as a partnership between two or more tribes authorized by the governing bodies of those tribes to apply for and receive assistance.

7. Welco Funding Amounts  Base funds GAP grants are funded based upon work proposed, past performance. Grants will be funded between $75,000 to $128,000 per year.  Past grant performance is a factor in determining whether an applicant will receive funding and how much will be awarded.  EPA strongly encourages current GAP recipients with a strong performance record to submit a multi-year grant proposals.  A separate work plan and budget must be included in the proposal for each year of funding requested.

8. Welco Initial proposals due: January 15, 2016  Initial application package must include work plans and budgets.  Project Officer will review the proposal between January to April.  Final application packages (including application forms) in Grants.gov by the specific deadline established with EPA’s Project Officer, between March and May.  All Applicants MUST Register in Grants.gov  In order to submit GAP applications, the tribe or organization must be registered with Grants.gov The tribe must have a DUNS number and an active SAM registration.

9. Welco GAP Guidance Requirements The GAP Guidance was revised and updated May 15, 2013. New requirements can be found there, as well as required capacity indicators for developing programs and projects. EPA-Tribal Environmental Plans (ETEP)  Every tribal government grantee must negotiate a joint EPA-Tribal Environmental Plan with the Agency by FY18.  The Tribal Coordinator will work with tribes to determine a deadline to complete it’s development.

10. Welco Solid Waste and Recycling Activities For GAP in FY 2017  EPA’s tribal solid waste priority is the promotion of sustainable waste management programs.  Region 10 encourages the development and implementation of Integrated Waste Management Plans.  GAP awards during FY 17, may contain solid waste and recovered resource collection, transportation, backhaul, and disposal activities.  Beginning in FY 18, the GAP program will follow the GAP Guidance without exceptions.

11. Welco Success Stories!!! Audits!!! Grantees must submit a success story or a write-up describing lessons learned at least once during a four-year GAP grant cycle, this is one of the most fun parts!!! Administrative/Fiscal Assessment  Tribes that do not conduct a single audit must review and assess the tribe’s financial, procurement and property management procedures to ensure compliance with federal regulations. _
