3 NSR&D History DNFSB Recommendation 2004-1, to “ensure continued integration and support of research, analysis, and testing in nuclear safety technologies.” 2004 – Implementation Plan created commitments to develop a plan to:  Identify NSR&D needs and assess if they are met  Ensure NSR&D needs are budgeted and share results 2006 – An updated plan assigned NNSA as the responsible organization. 2011 – Responsibility transferred to HSS under the Office of Nuclear Safety, which included a corporate NSR&D Program with dedicated staff. 3

4 NSR&D Program Goals A focused DOE-wide corporate effort on NSR&D Coordination across the complex of the NSR&D efforts (completed, ongoing, and proposed) Comprehensive assessment of research results and determination and prioritization of needs A vehicle to disseminate results and information pertaining to both internal and external NSR&D 4

5 NSR&D Program Operating Plan The NSR&D Program to be managed under HS-30.  Process for identification and prioritization of NSR&D activities, results, and needs  NSR&D website and database to disseminate results and inform the NSR&D community of NSR&D activities PSO’s will charter an NSR&D Committee to coordinate activities across the complex. The Nuclear Safety and Security Council will guide NSR&D Program, Committee, and activities. 5

6 Current Program Activities HS-30 is involved in NSR&D related analysis to support policy, directives, and technical standards development Developed an NSR&D webpage under HS-30’s webpage Developing a draft plan for an NSR&D database to collect and disseminate results, reports, and program contacts Utilizing current NNSA processes to build upon 6

7 Short Term Deliverables Finalize establishment of NSR&D Committee Charter Complete and implement the Program Operating Plan Roll out the NSR&D Website Initiate the development of the NSR&D Database Report on NSR&D activities across DOE/NNSA and identify needs based on initial information gathering 7

8 Annual Program Deliverables Annual proposal submission due (December) NSR&D Annual Report to consist of completed, ongoing and proposed projects (second quarter of each FY) Annual briefing to the DNFSB (April) Annual data call for information on status of completed and ongoing projects, and call for proposals for new projects (fourth quarter of each FY) Annual NSR&D Conference for communication and integration of projects with DOE Federal and contractor employees 8

9 Funding NSR&D Funding for NSR&D should utilize program and laboratory directed research and development before seeking NSR&D Program funds. In the future, funding from the NSR&D Program will be provided for projects that have cross cutting benefit to multiple program offices, potential for cost savings, and advance the fundamental understanding of nuclear safety science and technology. The NSR&D Program will accept proposals that meet the requirements in the submission instructions and have endorsement from their site and program office. 9
