 THIS ACT CAME INTO FORCE FROM SEPTEMBER, 2005  IN 1 ST STAGE ONLY DISTRICT HOSHIARPUR WAS SELECTED AND SUBSEQUENTLY MNREGA BEING IMPLEMENTED IN ALL DISTRICTS IN PUNJAB  GOVERNMENT LEGALLY ACCOUNTABLE FOR PROVIDING EMPLYMENT ON DEMAND  MNREGA PLANNING IS DECENTRALIZED AND FUNDS ARE UNTIED  WORKS PLANNED AS PER LOCAL SPECIFIC NEEDS  50% OF MNREGA WORKS RELATE TO WATER CONSERVATION/WATERSHED DEVELOPMENT

 THE BASIC OBJECTIVE:  TO PROVIDE AT LEAST 100 DAYS OF GUARANTEED WAGE EMPLOYMENT TO UNSKILLED LABOUR  ENHANCE LIVELIHOOD SECURITY IN RURAL AREAS  GENERATING PRODUCTIVE ASSETS  PROTECTING ENVIRONMENT  EMPOWERING RURAL WOMEN  REDUCING MIGRATION

 STRENGHTENING DEMOCRATIC PROCESS  ENABLING SUSTAINABLE DEVELOPMENT  TO FURTHER ENHANCE THE BENEFITS OF MNREGA  ENHANCING ECONOMIC OPPORTUNITIES

 GUIDELINES FOR MNREGA TO BE FOLLOWED  GRAM PANCHYATS TO BE CONSULTED AND WORKS IDENTIFIED WITH THEIR CONSENT IN WRITING  GRAM PANCHAYTS: FOCAL POINT FOR IMPLEMENTATION

 SELECTION OF WORKS AS PERMISSIBLE UNDER MNREGA – REF.GUIDELINES MNREGA  WORKS TO BE SELECTED VERY CAREFULLY SO AS TO ACHIVE LONG TERM SUSTAINABILITY

 CONVERGENCE WITH IWMP  FEW ACTIVITIES SUCH AS:  PLANTATION, DESILTING OF CHECK DAMS, PONDS BE TAKEN UP  WORK TO BE DONE BY LANDLESS PEOPLE AND SELF HELP GROUP MEMBERS.

 CONSTRCUTION OF CHECK DAMS  DEEPENING AND DESILTING OF PONDS  EXTENSION AND RENOVATION OF EXISTING IRRIGATION PROJECTS  FLOOD PROTECTION WORKS  LIFT IRRIGATION WORKS  CONSTRUCTION OF NEW DRAINS AND RENOVATION OF EXISTING DRAINS  REMOVAL OF VEGETATION GROWTH

 UNDER MNREGA ALL ACTIVITES REQUIRED FOR WATERSHED DEVELOPMENT PERMITTED  CONVERGENCE BENEFICAL FOR RAIN FED AREAS

 MNREGS GUIDELINES TO BE FOLLOWED  COST PER Ha RS.12000/- NOT ADEQUATE?  ADDITIONAL COST TO BE MET FROM MNREGA?  LABOUR:MATERIAL COST i.e 60:40 RATIO TO BE MAINTAINED  WORKS BE DONE BY MANUAL LABOUR- MACHINES TO BE AVOIDED  CONTRACTOR SERVICE NOT ALLOWED  CONVERGENCE ACTIVITIES TO BE IDENTIFIED BY PIA

 MNREGA AND IWMP CONVERGENCE REQUIRES COORDINATION AT:  MANAGEMENT  PLANNING  WORKS

 ENSURING THAT THE WORKS IDENTIFIED IN THE DPR WOULD BE AS PER PROCEDURE LAID DOWN IN COMMON GUIDELINES 2008 FOR MNREGA AND IWMP GUIDELINES  APPROVAL IN SUCH CASES TO BE OBTAINED FROM DISTRICT PROGRAM COORDINATOR, MNREGA TO ENSURE CONVERGENCE  DISTRICT RESOURCE GROUP TO BE CREATED – TO BE REPRESENTED BY WATERSHED CELL AT DISTRICT LEVEL, PIA AND RD

 KNOWLEDGE SHARING: Familiarization of both programs  PLANNING: As per common guidelines  COMMUNICATION: Participatory processes  TRAINING: To stakeholders  TECHNICAL SUPPORT: Selection of works  MONITORING AND EVALUATION: JOINT MONITORING

GUIDELINES OF MNREGA:  STIPULATES FORMULATION OF PERSPECTIVE PLAN TO FACILITATE ADVANCE PLANNING  AIM OF PERSPECTIVE PLAN: AIMS TO IDENTIFY THE TYPE OF WORKS THAT SHOULD BE ENCOURAGED AND POTENTIAL LINKAGES BETWEEN THESE WORKS AND LONG TERM EMPLOYMENT GENERATION AND SUSTAINED DEVELOPMENT

 DPR FOR IWMP TO INCLUDE YEAR WISE ACTION PLAN FOR MNREGA WORKS  SIMILARLY MNREGS ALSO TO INCLUDE YEAR WISE SHELF OF WORKS TO BE TAKEN UP BY PIA

 AREAS WHERE NEW WATERSHEDS ARE PROPOSED:  ADDITIONAL WORKS:  PROPOSED ACTIVITES AS PER GUIDELINES OF MNREGA AND IWMP  EXECUTION AS PER ABOVE GUIDELINES  MAINTAINING LABOUR:MTERIAL AT 60:40 RATIO  COST NORMS TO BE MAINTAINED AS PER COMMON GUIDELINES.  EXECUTION: AS PER MNREGA GUIDELINES

 ONLY JOB CARD HOLDERS TO BE PROVIDED EMPLOYMENT FOR MNREGA WORKS  MUSTER ROLLS TO BE MAINTAINED ON WORK SITE, WITH COPIES IN THE GRAM PANCHAYAT AND TO BE ELECTRONICALLY MAINTAINED ON MNREGA WEBSITE: nrega.nic.in  SOCIAL AUDITS TO BE DONE BY GRAM SABHAS  WAGES TO LABOUR THROUGH BANKS/POST OFFICES
