1 NREGA: THE BEGINING The National Rural Employment Gurantee Act(NREGA) notified on september’2007. Burdwan district come under notififation of NREGAfrom april’2007. It covers the entire country with the exception of districts that have 100% urban population. Under section-4 of the Act the scheme so formulated by the Govt. of West Bengal called as National Rural Employment Gurantee Scheme(NREGS) followed by the name of the state i.e NREGSWB.The National level name and logo is mandatory

3 STEP BY STEP: (A)APPLICATION FOR JOB CARDS
Adult members of any household ,willing to do unskilled manual work ,can apply. Application in FORM-1 or in white paper in prescribed format with 2 copy of photo with full particulars. Apply in local gram panchayat office and take receipt. (B)REGISTRATION G.P will verify and scrutiny each and every applications. Make synopsis notings of applicants in FORM-2 By 15 days finalise all applicants make entries to that effect showing all details in FORM-3 Give registration no. to each HH sansadwise and showing unique code of Dist/Block/GP/Sansad Corrections in FORM-3 only in red ink and yearwise review to be done and report to the B.P.O. Issue Job Cards by 7 daysto the applicant. HH would be custodian of JC Duplicate jc may be issued but only after GD.

4 © APPLICATION FOR WORK AND PROVIDING WORK
Apply in FORM-4A or in white paper .Do mention dt. And date from which work is sought. Dated receipt to be given. PIA to give work by 15 days and to intimate in FORM-4B showing dt and venue of report for work. New work can be started with at least 10labouerss. If GP unable to give work inform to the BDO&PO by 7 days. BDO&PO will arrange for work within 5km. Of residence.If not possible within 5km extra 5% of wage be given as transport charge. If BDO&PON unable to provide work inform by 6 days to the District and DPC&DM will provide work. Allot work for at least 14 days in one break

5 (D) UNEMPLOYMENT ALLOWANCE
Applicable when work is not given even after 15 days from the dt. Of work seeking. State Govt. would pay the allowance. PO shall be responsible for proper payment To be paid not later that 15 days from the dt. Of due.

6 (E)WORK PLAN &FUND RELEASE
LABOUR BUDGET-Perspective plan&Annual Action Plan-Shelf of work-IBS scheme for BPL,SC,ST,IAY Beneficiary families. Good no. of vetted estimate be kept ready with PIA Supervisors-Fixed supervisors for each Gram Sansad Worksite facilities-Shed,Creche,Fast aid,Drinking water. Muster Rolls with unique no. & authenticated by BDO&POto be issued from Block Payment of wages –Institutional payment following new guide line of payment through post office. Delayed payment is liable for compensation . Requisition of fund be placed with report of Social Audit & UC. Mesurement of work-New instruction to be followed. 60:40 ratio in a year in a G.P.

7 (F) MONITORING Verification of Muster Roll by SHGs.
APO &T.A to inspect 100% of the schemes. BDO&PO also to inspect schemes. Block Level Monitors (BLMs) to be assigned GP wise .They would visit GP and schemes ,sort out prolems and report to the BDO in prescribed proformal. Distribution of work between the staff of the GP to make viable. FIR should be lodged in case of unauthorised handling of JC and any kind of financial misappropration. Penal action U/S 25 of NREGA DPC & PO are authorised to take penal action. Social Audit of all completed schemes must be done and reports /data must be uploaded in the website.

8 TARGET FOR To achieve the national average in terms of number of person days per family. national average was 48 days which is likely above 50days in this year Covering BPL families ,small &marginal farmers. Installation of rain water harvesting structure in every block, GP and all Govt. buildings 100& operationalisation of MIS to achieve “zero” difference between MPR &MIS To achive 1/3rd. women participation. 100% social audit. Disposal of all complaints within the stipulated period/time permissible under NREGA to avoid penal provisions.
