Geneva, June 2011 generally speaking, the main contribution of employees to the drawing up is the systematic definition of the initiative, provided in paragraph 4: “This consensus concerning social security is underpinned by the Decent Work Agenda, including its four pillars: employment, social dialogue, social protection and standards and fundamental principles and rights. These four pillars are inseparable, interrelated and mutually supportive. These conclusions on social security sit within this context. Sustainable social security systems are a key element in promoting productive economic growth with equity. They are closely linked to all of the elements of the Decent Work Agenda and should be based on entitlements within a legal framework. Tripartism and social dialogue based on freedom of association and the effective recognition of the right to collective bargaining are key elements to ensure adequate wages for workers thereby assisting them to increase their contributory capacity. They also contribute to the sustainability of broader social security systems in which non-contributory and contributory schemes complement each other”.

Geneva, June 2011 The following key elements appear in different paragraphs: Implementation of the initiative based on a two-dimensional strategy “through comprehensive systems” (paragraphs 3 and 31) The two dimensions (horizontal and vertical) are of equal importance and should be pursued simultaneously to comply with the provisions of Convention 102 (paragraph 8) Social Protection Floor policies should be implemented in close coordination with the creation of decent jobs (paragraph 9) Progressive nature of coverage (adequacy of benefits). Reference to C 102 (paragraph 11) Implicit allusion to the centrality of labour as a pillar of the social protection system. Convergence to a changeover from the informal to the formal economy (paragraph 13)

(paragraph 14) Warning of the importance of the maintenance of social protection systems, reduction of fraud, undeclared work and disguised employment relationships Importance of productive employment in the performance of systems (paragraph 20) Interrelation of public policies as instruments for achieving a focus on decent work (especially promotion of social dialogue under conditions of freedom of association and with the right to collective bargaining, integration of macroeconomic, social and employment policies, awareness of gender issues) (paragraphs 20 and 24) Importance of social dialogue in the definition of priorities, monitoring of systems and effective enforcement of existing legislation (paragraphs 25 and 26) State responsibility in establishing efficient and effective systems (paragraph 23). Two final ideas The importance of the relationship between Collective Bargaining and Wages, with funding of Social Security through adequate wages as a guarantee of present and future income The social protection floor must be an instrument for the extension of social security coverage to the most vulnerable (socially and environmentally) members of society, and should be part of a comprehensive system that hinges on DECENT WORK and DECENT WAGES (balanced distribution)
