TSG-X / PDS WG is requested to take action for early completion of the Approved Work Item. China Telecom (CTC) grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. 2 3GPP2 Work Item # Work Item Title:  Accounting at HA/LMA for cdma2000 Networks Abbreviated Work Item Description:  For operator’s requirement, in cdma2000 networks, HA (Home Agent)/LMA (Local Mobility Anchor) needs to support accounting functionality.  In order to support accounting at the HA/LMA, MIPv4 and PMIPv4/v6 procedures between the PDSN and the HA/LMA must be enhanced through the use of 3GPP2 Organization Specific Mobility Extensions/Options. This work item may not address accounting at the HA/LMA for MIPv6 mode of operation. Work Item Approval:  The work item has been supported by several companies and approved during November, 2010

Accounting Policy Implementation  Accounting Policy and information derived thereof is China Telecom Privileged Information  Such information cannot be distributed to entities that cannot be secured per China Telecom operational and business requirements  Theoretically Accounting Policy may be hosted at:  PDSN –PDSN could be in the visited domain - so cannot be trusted to host accounting policy and the information derived thereof  HA/LMA in Visited Domain –China Telecom network does not support dynamic HA/LMA selection in the visited domain, so no HA/LMA in the visited domain  HA/LMA in Home Domain –Accounting policy at the HA/LMA in the home domain meets China Telecom operational and business requirements 4

Immediate Requirements  HA/LMA based Accounting for Simple IPv4/v6 addressing mode with network-PMIPv4/v6 mode of operation  Accounting Policy at HA/LMA  China Telecom has made significant investments on MIP based protocols  R-P Interface, P-P Interface and network-PMIPv4/v6 Interface  Investments for the validation of above stated interfaces and associated protocols  Preservation of investments and resources is an important consideration for China Telecom in the selection of a solution for implementing Accounting at HA/LMA 6
