3 80-VXXX-X A July 2008 Page 3 QUALCOMM Confidential and Proprietary Proposals Use of 3GPP PCC architecture in cdma2000 Packet Data Networks Gx’ and Gxa’ interfaces (based on Gx and Gxa framework – with some possible cdma2000 specific enhancements) Inter-PCRF S9’ interface (roaming scenarios) based on S9 interface with cdma2000 specific enhancements For simple IP The PCEF is located at the PDSN with Gx’ interface For PMIP IP The PCEF is located at the HA/LMA and BBERF is located at the PDSN/MAG CMIP with CCoA The PCEF is located at the HA and BBERF is located at the PDSN CMIP FA CoA Reverse tunneling is always enabled The PCEF is located at the HA and BBERF is located at the PDSN 3GPP needs to allow CCoA of CMIP session to be same as Simple IP address of Simple IP session For each MS, the PDSN may need Gx’ session for Simple IP and Gxa’ session for PMIP and CMIP

4 80-VXXX-X A July 2008 Page 4 QUALCOMM Confidential and Proprietary PCC Functional Split BBERF Functions: Packet Filter Establishment QoS mapping between QCI/MBR/GBR and FlowProfileIDs Bearer Binding (Binding flow to A10 connection) Event Reporting PCEF Functions: Policy Enforcement – Gating ON and OFF – APN-AMBR enforcement Charging rules and flow based accounting Bearer binding, event reporting, QoS control when BBERF entity is not defined

5 80-VXXX-X A July 2008 Page 5 QUALCOMM Confidential and Proprietary Recommendations Adopt PCC architecture and PCC function split proposed in this slide Leverage 3GPP PCC architecture with possible specific 3GPP2 enhancements The PDSN supports both Gx’ and Gxa’ interfaces Reverse Tunneling is always enabled for MIPv4 FA if PCC is supported Charging rules of PCC apply at the HA/LMA if exist; otherwise, at the PDSN PCC interaction is developed by the PDS Create a separate document Have joint meetings with MMD if necessary Create 3GPP2 specific Application ID for Gx’ and/or Gxa’ in 3GPP2 if needed For example, if we need to add new AVP(s) must be understood by the receiving side
