2 Femto Access Control Overview in Phase I The FAP is configured with FAP types (open, restricted, or signaling association) by the FMS. During FAP auto-configuration, the FMS optionally sends ACL to the FAP if the FAP is Restricted or Signaling Association through FMS-FAP interface. The FMS is FAC ACL storage point For cdma2000 1x: FAP is Enforcement Point (EP) if ACL exists in FAP; For HRPD: FAP is Enforcement Point if ACL exists in FAP; Otherwise, the AN-AAA is both storage entity and enforcement point Page 2

3 What are Missing in Phase I for FAC It may not be scalable for enterprise femto access control It may not be efficient for enterprise femto access control management For cdma20001x, it is missing a centralized femtocell access control in operator’s network entity Not fully addressed the relationship between emergency services with FAC Not addressed the relationship between priority services with FAC Page 3

4 High Level Requirements Allow scalable and efficient management for enterprise femto Allow emergency services regardless FAP types for both home femto and enterprise femto Allow priority services regardless FAP types for both home femto and enterprise femto if operators policy says so Page 4

5 FAC Phase II Recommendation - HRPD No architecture change needed If ACL size is too large, the FMS can also choose not to send ACL to the enterprise FAP during auto configuration Instead, AN-AAA can be used for femto access control enforcement point and ACL storage point Already supported in HRPD Phase I Page 5

6 FAC Phase II Recommendation – 1x Add a centralized femtocall access control through AAA interface For 1x SIP based architecture: Add AAA-FCS interface For 1x IOS based architecture: Add AAA-FGW interface If ACL size is too large, the FMS can also choose not to send ACL to the enterprise FAP during auto configuration Instead, FCS/AAA can be used for femto access control enforcement point /ACL storage point The AAA can send ACL to the FCS after FAP successful registration (FCS becomes FAC enforcement point) During MS registration, the AAA indicates to the FCS if the MS is within ACL (AAA becomes both FAC enforcement point and storage point) Page 6
