2 1 Overview The current standard (X.P0022) does not define management based on broadcast area, such as broadcast area based authentication and accounting. Actual operation demands management based on broadcast area. Authorization based on broadcast location area (some flows can only be set up in granted broadcast areas.) Accounting based on broadcast location area Static BCMCS bearer path setup based on broadcast logical area which includes a list of cell IDs. Broadcast area based management will help simplify the implementation of the network and enhance flexibility for the operator to deploy the BCMCS service.

3 2 Management Based on Broadcast Location Area Configure the broadcast location areas before flow cast. Configure broadcast location area ID and the related cell IDs in the BSC/AN. Configure the flow ID which needs management based on broadcast location area and the broadcast location area IDs granted to receiving the flow in the BCMCS Controller. The MS may retrieve the BCMCS information including granted broadcast location areas during Information Acquisition as specified in X.S0022. Upon receiving a registration for setup of a flow from a cell, the AN/BSC inquires information of the broadcast location area to which the cell belongs and sends the service request including the broadcast location area ID to the PCF. The PCF forwards the service request to the BSN. The BSN sends the access request including the broadcast area ID to the BCMCS Controller/AAA. The BCMCS Controller/AAA decides whether the flow can be broadcast according to the granted broadcast areas configured. For accounting based on either user or broadcasting bearer path, the UDR sent by the AN/PCF should include the broadcast location area ID.

5 4 Network Initiated BCMCS Flow based on Broadcast Logical Area The operator specifies the “broadcast logical areas” [BSN IP address, RAN address (PCF ID, BSC ID, BTS ID, Cell, Sector, Carrier, etc.) for the flow(s)]. In the BCMCS Controller, configure the broadcast logical areas and their attributes, such as the broadcast logical areas for all shops in the city or those for all the bus stations in the city. One cell may belong to one or more broadcast logical areas. Also configure IDs of all the BSN, PCF and BSC that belong to the broadcast logical areas. Configure the broadcast logical areas and their scopes in the BSC/AN by the granularity of cell+sector+carrier, which should consider the softcombine performance. A broadcast logical area can span BSC/ANs, and there may be more than one broadcast logical areas in one BSC/AN. When the BCMCS Controller decides to initiated a BCMCS flow, it sends a message including the flow ID, the related broadcast logical area IDs, and the associated BSN IDs, PCF IDs and BSC IDs which need bearers set up for the flow. The BSC/AN sets up all the bearers for the flow for the cells, sectors, and carriers of the broadcast logical areas that BSC/AN acquires in the BCMCS Flow info.
