TITLE: Status of 3GPP2 Femto Cell Requirements Work 3GPP2 Femto Cell Workshop RECOMMENDATION: FYI The contributors grant a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. 3 3 | October 15-16, 2007 | S00-FEMTO-20071015-003 | FEMTO CELL REQUIREMENTS STATUS IN TSG-S WG1 Status of Femto Cell Requirements in 3GPP2  Deliberation of input requirements started May 2007  Full draft containing sum of input was put together August 2007  An interim TSG-S WG1 teleconference held September 13, with good progress:  Approximately 33% of the requirements at least discussed;  Approximately 25% of the total proposed text accepted.  At the close of the TSG-S WG1 meeting in Long Beach last week:  Approximately 75% of the requirements has been discussed.  Approximately 70% of the total proposed text has been accepted.

5 5 | October 15-16, 2007 | S00-FEMTO-20071015-003 | FEMTO CELL REQUIREMENTS STATUS IN TSG-S WG1 Scope and Direction  Femto Cell System is envisioned to support a common OAM&P, a common femto system architecture, and a common core network  Femto cells will provide ease of installation and subscriber support  Device procured as a commodity item in general electronics store  Installed by the user at home according to operator guidelines  After connection to the fixed broadband network, it starts operation  Initial goal is to have femto cells support existing HRPD and 1x terminals  Improvements in “femto-aware” terminals to be considered after Phase 1  Femto cells co-exist and interwork with the macrocellular system  Minimize interference, support handoff  Femto cell systems use existing standard RAN and core network interfaces  It is possible to either restrict access of a terminal to a femto cell, or to allow unrestricted access by any terminal

6 6 | October 15-16, 2007 | S00-FEMTO-20071015-003 | FEMTO CELL REQUIREMENTS STATUS IN TSG-S WG1  Phase 1:  1x Circuit-Switched Voice  HRPD Connected State one-way handoff: femto  macro  Existing 1x cell selection  Basic OA&M requirements  HRPD rev A high speed data and VoIP (HRPD rev B support is implicit)  Phase 2:  Femto-aware terminals  HRPD Connected State 2-way handoff : macro  femto  Connected State handoffs of VoIP  Connected State handoffs of VoIP to 1x Circuit-Switched Voice when transitioning from femto to macro  Post Phase 2:  Enhanced OA&M requirements Expected Phasing S.P0126-0 will focus primarily on Phase 1 to meet the schedule shown on slide 2 Phase 2 will follow afterwards, probably in S.P0126-A
