When the EPC becomes unavailable for new connections from eATs, for instance, because of inability to complete EAP-AKA’ authentication, it may be desirable to direct new connections to HRPD instead of eHRPD. It is proposed that when the EPC becomes unavailable for new connections, the HSGW should send a notification to the RAN. The RAN then may choose to direct/redirect connections to a PDSN instead of the HSGW. How such redirection is accomplished is an implementation detail of the AN.
