Field Visit: Jammu (Ramban & Kishtawar)  Delay in release of funds : 4-6 months in Ramban & upto 12 months in Kishtawar.  Delay in payment of honorarium to Cook-cum-helpers: upto 12 months in Kishtawar.  Disruption for about 1-2 months due to irregular supply of food grains.  Inadequate PDS rate: precious time of teachers wasted in getting foodgrains to school.  No School Health Programme.  Inspection reports not available; separate inspection register not maintained.

Field Visit to Nagaon & Morigaon Districts of Assam Disruption of Mid Day Meal of upto 71 days in a number of schools due to non-release of cooking cost as well as non availability of foodgrains. Monitoring mechanism very weak; no report to the State Government for disruption. Poor maintenance of records at school level. The food provided at primary norms at Nagaon, the claim made for upper primary norms in the last two years. Delay of 4 to 6 months in payment of honorarium to the cook-cum- helpers. School health programme non-functional.

Best Practices  Mothers are engaged as Bhojan Mata and Sahayika in primary schools – Uttarakhand.  School children’s mothers association called Saraswati Vahini are involved actively in cooking and effective delivery of MDM - Jharkhand.  Kitchen Garden in the school premises – Andhra Pradesh, Karnataka, Punjab, West Bengal and NER States.  Construction of dining halls in schools – Tripura.  Public participation through ‘Tithi Bhojan’ – Gujarat.  Green Channel Scheme for release of funds – Andhra Pradesh.  All schools have gas based cooking –Karnataka.

Way Forward New components  Extension of Mid Day Meal Scheme to private unaided schools located in the SC, ST and Minority concentrated districts.  Coverage of 25% children in private schools.  Coverage of children of pre-primary schools located in the premises of elementary schools.  Provision of solar cooking and other alternative methods Revision of norms  Cooking cost based on Mid Day Meal Price Index.  Honorarium to cook-cum-helper  Transportation assistance at par with PDS rate  Rate of MME  Enhancement of norms for kitchen devices God’s own work – we all are privileged to carry out 18
