PLANNING DEPARTMENT CITY OF PEARLAND SUBDIVISION PLAT APPROVAL PROCESS

Presented by: L. RICHARD KELLER, P. E. PLANS and PLAT ADMINISTRATOR

The intent of this process is to ensure that all City ordinances are complied with during preparation, review and approval of subdivision plats.

COLOR CODE: TURQUOISE – Tasks performed by Planning Dept. YELLOW – Tasks performed by Engineering Dept. GREEN – Tasks performed by Parks & Rec. Dept. WHITE – Tasks performed by plat applicant GREEN – Tasks performed by Parks and Rec. Dept. TURQUOISE – Tasks performed by Planning Dept. YELLOW – Tasks performed by Engineering Dept.

PLATTING PROCESS FLOW CHART Fact Finding Meeting (in person or by phone) w/ Planning and Engineering (typically) Pre-Development Meeting Held each Wednesday Does the property proposed for development have the proper zoning or conditional use permit for the intended use? YESNO Has the property proposed for development been subdivided into the desired configuration by a recorded subdivision plat approved by the City of Pearland? Applicant should obtain necessary zoning or conditional use permit YES NO Apply for building permit

Discuss with Planning Staff to determine the type of plat required Preliminary and Final Development or Subdivision (D or S) Plat Minor Plat Master Plat Discuss with Engineering Staff to determine whether a traffic impact analysis (TIA), stormwater detention and drainage plan, and/or street, water, and sanitary sewer plans are required Applicant contacts and retains a Registered Land Surveyor to prepare the appropriate type of plat and tree survey Amending Plat Replat Applicant contacts and retains a Licensed Professional Engineer (PE) to prepare and submit the necessary reports and/or plans NOYES Applicant submits 18 folded plat copies, fees*, TIA, utility company & MUD contact letters, tree survey and disposition plan, title report, engineering reports and plans to Planning Dept. by 9:00 A.M. on scheduled Wednesday submittal date File prepared for submittal items Reports and/or plans delivered to Engineering Department for review Tree Survey and Disposition Plan delivered to Urban Forester for review Plat copies distributed to Development Review Committee (DRC) members for review Engineering Dept. reviews reports and/or plans and sends comments to PE Notice of public hearing published and notices sent to adjacent property owners for residential replats *fees: platting parks TIA review 1% const. inspection other

Urban Forester reviews and approves Tree Survey and Disposition Plan DRC members* attend a meeting on the following Tuesday morning to discuss plats PE addresses comments and resubmits reports and/or plans to Engineering Dept. Engineering Dept. approves reports and/or plans NO DRC members transmit plat comments to Plat Administrator Plat Administrator compiles plat comments into one list and transmits list to applicant and owner by or fax on the following Friday Applicant discusses comments with Plat Administrator and/or makes requested revisions to the plat Applicant submits the mylar plat, with folded copies**, tax certificates, utility company & M.U.D. approval letters, and computer disk (CD) for approval along with approvals from Urban Forester and Engineering Dept. by 9:00 A.M. on scheduled Monday resubmittal date YES **4 copies for minor and amending plats; 22 copies for all other plats *DRC members: Planning Engineering Public Works Projects Parks & Rec. Fire Marshall Police/EMS B. D. D. # 4 Post Office Assistant City Mgr. Fire Dept.

State law requires that no more than thirty days elapse between submittal and approval or denial of approval of subdivision plats

Applicant may withdraw the submitted plat at any time prior to the P & Z meeting or request a 40-day extension of time for approval
