3 Research Phase Identify the utilities located in the geographical limits of the project. 105 IAC (b). Responsibility of the Designer and the Utility Coordinator The process and locations where information may be located varies depending on the type of project.

4 Research Phase—Researching Permit Files

INDOT’s SPMS contains most information needed to create the schedule and start the research INDOT PM or Utility Oversight Agent Reference post information How does the schedule align with the project intent?

6 Utility Research Using the SPMS sheet, pull as much information as possible to begin the research. Such as but not limited to: DES Letting Assigned PM

After each Research step, record: Utility companies’ names, or no data found Name of person recording the information Date when information obtained Name of person supplying the information At conclusion of Research phase, summarize all information and submit to Designer and Oversight Agent

29 Utility Initial Notice
The initial notice is a letter used by the Department to inform a utility company of a proposed improvement project, 105 IAC (c). The utility company responds in writing to the initial notice with specific information, 105 IAC (d). The utility coordinator will prepare and send to each utility company identified in the research phase, as described in Section 2.01, an initial notice of the proposed improvement project. Use the standard initial notice letter which appears on The format for the standard initial notice letter is titled Initial Notice of Proposed Improvement. Address the letter to the authorized representative of the utility company, Section 1.04(03). Complete the required project information using information from the SPMS project schedule and the information provided by the project manager. Enter the utility coordinator’s name and contact information in the last paragraph. THINGS TO KNOW: Know who receives the Notice Include a map of the project area If no response within 30 days, follow up A project contact should be assigned

Obtain accurate utility locations (811 does not typically get you to the level you need. It tells you that there is a utility there but does not give you a complete picture of depth or exact location.) Potential for SUE (Subsurface Utility Engineering will give you more detailed picture of the utilities and that is where you have to determine the level of SUE required) Septic systems and wells (Surveyors rarely capture this information at first pass. Well heads can be see but home owners tend to hide or decorate the septic tank cleanouts. If water and sewer locates do not show up then you have to assume there are wells and septic tanks)
