Program Intent & Eligible Activities JARC-New Freedom-Section 5310 Part 1

Section 5310; Elderly Individuals and Individuals with Disabilities Program Intent & Eligible Activities

 Targets Older Adults and People with Disabilities  Formula Program to States based on Population of PWD and Older Adults  State Administered for ALL communities  Primary Sub-recipient is Non-Profit Organizations  10% for Administrative Expenses Funding from FY05-FY09=$584M Section 5310

 Capital Program –Funding (primarily) to support vehicle acquisition for non-profit organizations –80/20 Federal/State Match for Capital –States can use the same sliding scale capital rate that it uses for FHWA programs with an 80% Federal share.  Pilot for “operations” in 7 States –33% can be used for Operating Expenses –50/50 Match for Operating Section 5310

Section 5316; Job Access and Reverse Commute (JARC) Program Intent & Eligible Activities

 Targeted for Access to Employment / Related Activities for individuals with Lower incomes  Reverse Commute Services  Change from National Discretionary to Formula Funding from FY05-FY09=$727M Job Access and Reverse Commute

 Formula Based on Population below 150% of poverty line  State Administered for <200,000  Direct Apportionment to UZA >200,000  Operating Match is  Capital Match is  10% for Administrative Expenses Job Access and Reverse Commute

–Late-night and weekend service; –Guaranteed ride home service; –Shuttle service; –Expanding fixed-route public transit routes; –Continuation Projects; –Demand-responsive van service; –Ridesharing and carpooling activities; –Transit related aspects of bicycling; –Local car loan programs that assist individuals in purchasing and maintaining vehicles for shared rides; Job Access and Reverse Commute

Acquiring Geographic Information System (GIS) tools Implementing Intelligent Transportation Systems (ITS), including customer trip information technology Integrating automated regional public transit and human service transportation information, scheduling and dispatch functions Deploying vehicle position-monitoring systems Job Access and Reverse Commute

 Supporting the administration and expenses related to voucher programs: (1) mileage reimbursement as part of a volunteer driver program, (2) a taxi trip, or (3) trips provided by a human service agency Job Access and Reverse Commute

Promotion, through marketing efforts, of the:  use of transit by workers with non-traditional work schedules.  use of transit voucher programs.  development of employer-provided transportation. Job Access and Reverse Commute

 New Formula Program  Enhances Transportation for People with Disabilities  New Public Transportation Beyond the ADA  New Alternatives to Public Transportation Beyond the ADA Funding from FY06-FY09=$339M New Freedom

 Formula Based on Population of PWD-identified by US Census  State Administered for <200,000  Direct Apportionment to UZA >200,000  Operating Match is  Capital Match is  10% for Administrative Expenses New Freedom

Any Service not operational on August 10, 2005 or Any Service that did not have an identified funding source as of August 10, 2005, …….as evidenced by inclusion in the Transportation Improvement Plan (TIP) or the State Transportation Improvement Plan (STIP). New Freedom

“NEW” and “BEYOND” the ADA  New “feeder” service =transit service that provides access TO…. …commuter rail …commuter bus …intercity rail …intercity bus stations  Access to transit services where complementary paratransit is not required under the ADA. New Freedom

“ NEW” and “BEYOND” the ADA means :  New Public Transportation Services Beyond the ADA  New Public Transportation Alternatives Beyond the ADA

Physical Modifications  New and beyond what is required in ADA  Enhancements including signage, curb cuts, technologies to enhance customer access NOTE: Not included in a plan prior to August 10, 2005 (SAFETEA-LU) New Freedom

Acquisition of vehicles and equipment  Acquisition of lifts with a larger capacity, as well as modifications to lifts with a 600 lb design load;  Acquisition of heavier-duty vehicles for paratransit and/or demand- response service;  Labor costs of aides to help drivers assist passengers with over- sized wheelchairs  Installation of additional securement locations in public buses beyond what is required by the ADA. New Freedom

MOBILITY MANAGEMENT

Mobility Management  is by definition a capital expense  consists of short-range planning and management activities and projects for improving coordination among public transportation and other transportation service providers carried out by a recipient or subrecipient through an agreement entered into with a person, including a governmental entity;  but excludes operating public transportation services

Mobility Management CAPITAL EXPENSE Support for short term management activities The support of State and local coordination policy bodies and councils; The operation of transportation brokerages Travel training, trip planning, and travel navigators activities for customers; The development and operation of one-stop transportation traveler call centers Operational planning for the acquisition of intelligent transportation technologies

Part 2 Cross Cutting Issues JARC-New Freedom-Section 5310

 Designated Recipient  The Coordinated Public Transit-Human Services Transportation Plan  Competitive Selection Process Cross Cutting Issues

Designated Recipient - States  Governor Selects State Agency to be the DR for 5310,JARC, and NF  There can be ONE recipient for JARC, NFI and 5310-but not required  The State agency selected as DR provides management and oversight for Small Urbanized Areas (<200,000) and rural areas. Cross Cutting Issues

 Governor Selects DR in Coordination with Local Officials  Existing 5307 FTA Recipients can be the DR OR an MPO  Designated Recipient will be responsible for implementing a competitive selection process and managing subrecipients Designated Recipient - Large Urbanized Areas >200,000 Cross Cutting Issues

 A Governor MAY select Multiple Designated Recipients  When there are Multiple Designated Recipients-A plan is submitted to FTA outlining the geographical and financial distribution.  EACH Designated Recipient will be responsible for implementing a competitive selection process and managing subrecipients in their area. Designated Recipient - Large Urbanized Areas >200,000 Cross Cutting Issues

 Private non-profit organizations;  State or local governmental authorities; and  Operators of public transportation services including private operators of public transportation services. Eligible Subrecipients - JARC and New Freedom Cross Cutting Issues

Elements of Plan  An assessment of available services  An assessment of transportation needs for individuals with disabilities, older adults, and people with low incomes.  Strategies, activities and/or projects to address the identified gaps  Priorities for implementation based on resources, time, and feasibility The Coordinated Public Transit-Human Services Transportation Plan Cross Cutting Issues

FY 2007 Requirements  FTA will consider plans developed before the issuance of final program circulars to be an acceptable basis for project selection for FY 2007  FY 2007 Minimum Criteria: –an assessment of available services; –an assessment of needs; –strategies to address gaps for target populations. The Coordinated Public Transit-Human Services Transportation Plan Cross Cutting Issues NOTE: FTA recognizes that initial plans may be less complex in one or more of these elements than a plan developed after the local coordinated planning process is more mature. Plans must be developed in good faith in coordination with appropriate planning partners and with opportunities for public participation.

 State solicits applications (under a specific FTA program) for eligible activities identified in each area’s local coordinated plan.  State evaluates the applications based on criteria (regarding planning process)  State selects areas to receive funding for projects derived from the local coordinated plan.  The DR may rely on the priorities identified in coordinated plan  DR publishes a solicitation for grant applications  DR selects subrecipient proposals to fund that implement the projects identified in the plan. Urbanized Areas > 200,000 Cross Cutting Issues Competitive Selection Process

Part 3 Grants Development and Management JARC-New Freedom-Section 5310

 Program of Projects  State/Program Management Plan  Data Collection and Reporting  Oversight Grants Development & Management

 Lists the subrecipients and indicates whether they are private non- profit agencies, governmental authorities, or private operators of public transportation services, or Indian tribal Agencies and provides Transparency Act details.  In State applications, designates whether they serve urbanized or nonurbanized areas.  The POP includes: –a brief description of the projects, –total project costs and Federal share for each project, –the amount of funds required for planning and program administration, –It can also include the required reference to the coordinated plan that the project is derived from and the relevant page number of the plan.
