5 5 § 5310 Eligibility Capital projects –Primarily funds vehicles & equipment –Under § 5310, “capital” also includes Purchase of service Mobility management –80/20 Federal/local match 90/10 for CAA / ADA equipment

6 6 § 5310 Eligibility (continued) Operating projects –Pilot for “operations” in 7 states –Up to 33% of state’s total –50/50 Federal/local match State administrative expenses –Up to 10% of state’s total –100% Federal

9 9 § 5310 Designated Recipient: State Roles and responsibilities Prepares State Management Plan Announces funding to locals Plans & coordinates with other programs Solicits local applications Develops project selection criteria Reviews and selects projects

10 10 § 5310 Designated Recipient: State Roles and responsibilities Forwards program of projects and grant application to FTA Certifies that local awards are distributed on a fair and equitable basis Certifies applicants and project eligibility Ensures subrecipient compliance with Federal requirements

11 11 § 5310 Designated Recipient: State Roles and responsibilities Certifies projects are derived from coordinated plan Monitors local projects Oversees project audit and closeout

12 12 5310 Transfer of Funds State may transfer Section 5310 funds to Section 5311 and/or 5307 –funds must still be used for 5310-eligible projects State may transfer FHWA flexible funds to Section 5310 –funds treated as 5310
