New Program Many New Freedom Programs throughout numerous Federal Departments Intent is to provide new public transit service beyond ADA requirements Improve access to transportation services for persons with disabilities

6 ODOT Roles and Responsibilities for Small Urban and Rural Areas
Designated Recipient for JARC and New Freedom Funds Outreach and Education Develop Program Federal Compliance Competitive Selection Project Oversight Large Urbanized areas have already selected designated recipients which vary from Transit Systems to MPO’s State of Ohio, by ORC designates ODOT You are now experiencing Outreach and Education, including the numerous letters and mailings sent by ODOT, and future mailings and trainings designed to inform you on the various programs available. ODOT has developed its programs after reviewing numerous other states programs and discussing the program with the FTA ODOT is responsible for competitive selection and compliance, which you are also experiencing today.

7 Ohio JARC Program – Funding Small Urban & Rural Areas
FY 2006 $ 576,722 FY 2007 $ 675,417 Rural FY 2006 $ 844,097 FY 2007 $ 988,407 The 2006 amounts have been adjusted by the amount of funds obligated for the preparation of the locally developed plans More funds may be available if unused plan development funds are returned

8 Ohio JARC Program – Applicants Small Urban & Rural Areas
Eligible Applicants Public Entities providing Public Transit service Private non-profit entities designated by county commissioners to provide Public Transit service Public entities who are recipients of Ohio Coordination Program Private non-profits not already designated to provide public transit must be designated by the county commissioners body once the project has been selected Designation for this program is completed by obtaining a letter from the county commissioners If county commissioners are unwilling to designate a private non-profit, for any reason, contact ODOT Office of Transit

9 JARC Eligible Activities
Capital, Planning, and Operating expenses Support development and maintenance of transportation services for low income individuals to and from jobs and job related activities Support reverse commute services Definition of poverty is 150% of poverty level. May need to begin research with local agencies serving low income populations. Job related activities- training, daycare, testing (CDL), going to one-stop locations to complete applications- anything that can be related to a person getting and/or retaining a job. Reverse commute is not applicable to demand responsive service- fixed route running at off-peak times to get people to/from job locations- from inner urban/suburban areas to rural areas All projects must be identified as either Job Access or Reverse Commute

11 JARC-Major Federal Requirements
Projects must be derived from a “Locally Developed Coordinated Plan” Procurement Drug & Alcohol Testing Department Of Labor Reporting Seth B will talk about DOL and special warranty requirements. The two measures established for the JARC Program are: a. Actual or estimated number of jobs that can be accessed as a result of geographic or temporal coverage of JARC projects implemented in the current reporting year. b. Actual or estimated number of rides (as measured by one-way trips) provided as a result of the JARC projects implemented in the current reporting year. Procurement- if there are private for profit agencies interested in participated in the program, participation can occur if a grantee relationship is developed through a MOU process, which does not have to be subject to the normal procurement requirements. D&A- FTA requirements if already subject to those requirements. If not under FTA already, must follow FMCSA requirements for CDL drivers, if vehicles do not require a CDL, and the vehicle is lift or ramp equipped, they will have to have a pre-employment drug and alcohol testing program per the State of Ohio Ambulette Law.

Description of Applicant Project Summary 2 Pages Maximum Times New Roman 12 pt. Outcome Measures Coordination Outcomes Are the outcomes relevant? Are they related to the "core business" of your program? Are the outcomes useful and meaningful? Will they help you understand whether or not your program is successful? Are your outcomes achievable? Are they realistic and attainable given the intensity and duration of service you deliver? Are the outcomes likely feasible and practical to measure? Will you be able to collect data related to them? Is it within your control to influence the outcomes for your clients? Coordination- Efforts must be related back to the outcome measures. Provide a list of coordination partners and describe the type/level of coordination.

Administrative and Fiscal Capacity Marketing and Outreach Sustainability Capital Administrative capacity should be well documented, and include a table of organization Admin & Fiscal capacity includes the processes that will be used to collect and report data Sustainability- there is no guarantee of funding beyond 2009, long term funding of projects should be identified Grantee will receive a contract once project terms have been negotiated and federal grant is approved.

Attachments Plan Certification Public Participation- (Capital Only) Authorizing Resolution Local Match Certification Budget Forms Reminder that public participation is only for capital projects. Documentation is not due until project is selected, does not have to be submitted with application. Sample Public Participation Notice for publication. Applicants will have 10 days to get the notification published, and within 30 days to provide affidavit of publication to ODOT, once applicant has been notified of project selection ODOT must be persistent in efforts to have this documentation prior to the grant application being submitted in TEAM. Expect ODOT to be very, very persistent!!! Authorizing resolution must be in place when the proposal is submitted- May want to make appointment to get resolution passed today

15 Ohio JARC Evaluation Criteria
Number of Employers and Jobsites Served Number of Passenger Trips Provided to Target Population Total Population Served by Project that are Welfare recipients or below Poverty Level (150%) Other Outcomes Defined by Project Reiterate Outcomes- we expect to see outcomes other than those that are required minimums Possible area to address in outcomes should be Coordination, and incorporation of various stakeholders, ongoing stakeholder input Also include impacts on economic development within the area affected by service expansions

Coordination of Human Service, Private and Public Transportation Resources Marketing and Outreach Efforts Defined Sustainability Administrative and Fiscal Capacity Demonstrated Success Meeting Project Intent in Previous Job Related Transportation Efforts Sustainability- ODOT future grant funds are for a specific period. Diligent efforts should be exerted to insure funding exists beyond the grant project period. For continuing projects, just because you had a pre-existing project, you are not guaranteed funding, projects are selected competitively. Projects will be selected based on competitive selection.

19 New Freedom Eligible Activities
Capital and Operating expenses Support “new” public transportation services beyond what is required by ADA New alternatives designed to assist individuals with disabilities with accessing transportation services August 10th- not established and no funding source identified in TIP/STIP. If not for the new freedom program, these programs would not be considered for funding. This has to be new service, or new alternatives that assist people with access to transportation.

New- August 10, 2005 Maintenance of Effort Cannot Terminate ADA Para-transit Service and Reintroduce as “New” New Service and New Alternatives must go beyond the requirements of ADA, and Be targeted toward individuals with disabilities Meet the intent of the program by removing barriers You cannot terminate service and reintroduce as a means of obtaining funding

30 So….. What Now? Complete the Project Proposal
Project Proposal, Criteria Available on Transit Web Page for Download Project Proposal Must Be Typed Times New Roman 12 pt. Numbered Pages Application must be downloaded from web page, saved on your computer, and can be ed as PDF (Scan with Signatures) or snail mail to ODOT ODOT is working on a New Web Page, it should be up and available at the end of March

35 Other Considerations STIP/TIP Amendment FTA Application Process
Administrative Modification FTA Application Process Ask MPO’s to put a line item in the TIP (Fiscally Unconstrained) for JARC and NF, at time of application, so all that is needed is to do an administrative modification to the TIP/STIP due to limited timeframe All project sponsors will be considered ODOT sub-recipients due to limited timeframe
