European Commission - DG Environment Clean Air for Europe Peter Wicks European Commission DG Environment, Unit C1

European Commission - DG Environment Clean Air for Europe Contents 1. Major Priorities 2. The Policy Response So Far 3. Objectives of CAFE 4. Implementation of the programme 5. Towards a thematic strategy

European Commission - DG Environment Clean Air for Europe 1. Major Priorities (1) l The pollutants of greatest current concern are particulate matter and ozone l Particulate matter causes premature deaths and reduces quality of life l There does not appear to be any no-effects thresholds l Many complexities involved

European Commission - DG Environment Clean Air for Europe 1. Major priorities (2) l Ozone also effects human health and ecosystems, and is also characterised by complexities in relation to formation and transport l Exceedences of WHO guidelines can be expected for foreseeable future l Other priorities include deposition, “new” pollutants and hot spots

European Commission - DG Environment Clean Air for Europe 2. Policy So Far (1) l air quality limit and target values m SO2, NOx, PM, lead, CO, benzene, ozone, PAH, heavy metals l national emission ceilings m to combat acidification, eutrophication and ozone pollution

European Commission - DG Environment Clean Air for Europe 2. Policy So Far (2) l auto oil programmes m vehicle emission and fuel quality standards l emission limits and product standards in other sectors m IPPC, LCPs, solvents

European Commission - DG Environment Clean Air for Europe 3. CAFE Objectives l Technical Analysis - gathering scientific information l Implementation and review l Effective links with sectoral emission policy l Develop thematic strategy by 2004 l Dissemination

European Commission - DG Environment Clean Air for Europe 4. Implementation (1) Technical Analysis m objectives and indicators on basis of scientific evidence m emission inventories, AQ assessment, AQ and emission projections, cost-effectiveness studies, integrated assessment modelling m need to strengthen links between policy and research

European Commission - DG Environment Clean Air for Europe 4. Implementation (2) Implementation and Review m in accordance with legal obligations m but also looking beyond established policy Sectoral and Source-specific strategies m LCPs, vehicle emissions, IPPC, VOC/solvents m sectoral integration m two-way information flow with CAFE

European Commission - DG Environment Clean Air for Europe 4. Implementation (3) Strategy development m specific goal to develop thematic strategy by 2004 m need to constantly reevaluate priorities and instrumentsDissemination m public information is seen as high priority m accessible data, minutes on internet

European Commission - DG Environment Clean Air for Europe 4. Implementation (4) Science and Policy m strengthening links is important priority for CAFE m key issue is how to deal with uncertainty Transparency and Stakeholder Involvement m both crucial for success of the programmeEnlargement m Candidate Countries will be fully involved

European Commission - DG Environment Clean Air for Europe 4. Implementation (5) Co-operation with UN/ECE - CLRTAP m determination on both sides to enhance links m need for strategic and technical co-operation m politically, MS positions need to be co-ordinated Co-operation with WHO m WHO AQ guidelines are fundamental input m Commission hopes that WHO will review guidelines

European Commission - DG Environment Clean Air for Europe 5. Thematic Strategy CAFE will lead to thematic strategy in 2004 l in-depth review of legislation and policy l public availability of data and indicators l results of analysis on required measures l proposals for new AQ standards and NECs l report on measures to reduce emissions

European Commission - DG Environment Clean Air for Europe Organisational Structure Internal Groups m Secretariat m Co-ordination Group m Inter-service Group External Groups m Steering Group m Technical Analysis Group m Working Groups

European Commission - DG Environment Clean Air for Europe Technical Analysis l Health effects l AQ monitoring and assessment l Integrated assessment modelling l Further requirements

European Commission - DG Environment Clean Air for Europe Emission Reductions l Co-ordination group will play key role in setting up structural links l CAFE should help drive and prioritise source-specific measures… l …but must not become a straight-jacket l Modelling within CAFE will need to be flexible

European Commission - DG Environment Clean Air for Europe Stakeholder Involvement l Transparency and stakeholder involvement are both essential for the credibility of the programme l Transparency will apply to meetings and data l Stakeholders will be involved within the WGs, workshops, and special meetings of SG and TAG

European Commission - DG Environment Clean Air for Europe CAFE and CLRTAP l Willingness on both sides to co-operation l No dilution of Community competence l Increasingly large geographical and policy overlap l Co-ordination at technical level will be key to exploit synergies and avoid duplication l MS positions must be well co-ordinated l Close communication at strategic level
