3 European Commission Directorate-General for Energy and Transport n° 3 CAFE: Background l Integrated Programme of technical analysis and policy development to further reduce air pollution l It follows Auto-Oil I/II initiatives (1992/2000) which were specifically focused on road transport emissions

4 European Commission Directorate-General for Energy and Transport n° 4 Auto-oil I and II: results l Auto-Oil I (1992/1996) and II (1997/2000) have concluded with the adoption of legislative measures giving rise to the so- called EURO 3/4/5 standards for road transport emissions

10 European Commission Directorate-General for Energy and Transport n° 10 CAFE aims at developing l a long-term strategic and integrated policy to mitigate the effects of air pollution on human health and environment l a thematic strategy under 6th Environmental Action Programme in 2004/2005

11 European Commission Directorate-General for Energy and Transport n° 11 CAFE: Issues l Auto-oil programmes have achieved good results for most emissions l 2 specific air quality issues still remain: - particulate matters - tropospheric ozone precursors: NOx and VOC (Volatile Organic Compounds - solvents)

12 European Commission Directorate-General for Energy and Transport n° 12 CAFE Main objectives l particulate matters: cause premature deaths and reduce quality of life l tropospheric ozone (NOx and VOC precursors): affects human health and ecosystems Other specific objectives l heavy metals: deposition issue (toxicity bioacumulabibity and persistency) l PAH: polyaromatic hydrocarbons (carcinoginicity)
