4. European Marine Monitoring and Assessment (EMMA) Terms of Reference
The function of the Working Group on European Marine Monitoring and Assessment (EMMA) is generally to develop, in the context of the European Marine Strategy, a common approach towards monitoring and assessment of the quality status of the European marine environment and to facilitate the implementation of this approach.
In doing so EMMA shall take into account:
a. the obligations and requirements set up by the European Union Legislation and by relevant International Agreements, as well as applicable national provisions;
b. the outcome of other working groups established in the framework of the European Marine Strategy.

5. European Marine Monitoring and Assessment (EMMA) Terms of Reference
As part of its work, EMMA shall address:
the implications of the setting of objectives, targets and benchmarks for European marine monitoring and assessment activities;
a streamlining of the production of assessments;
a streamlining in the collection, handling and sharing of data and information;
strengthening of the link between research needs identified in assessments and priorities for research to improve the understanding of marine ecosystems and to improve the provision of data and information for assessments;
EMMA shall report to European Water Directors and to the governing bodies of all partner organisations.

6. Hazardous Substances (HS) Terms of Reference
to identify ways and means to facilitate and improve cooperation and coordination regarding
the selection and prioritisation of hazardous substances,
the development of measures to control such substances and
(iii) assessment of the effectiveness of their implementation, and to establish a concrete programme of work (including a timetable) for this purpose.

7. Hazardous Substances (HS) Terms of Reference
In doing so HS shall take into account:
current and foreseen obligations and requirements set up by the European Union Legislation and by relevant International Agreements, as well as applicable national provisions;
the outcome of other working groups established in the framework of the European Marine Strategy;
all information and experience available within the EU, the partner organisations of the European Marine Strategy and other international organisations.

8. Working Group on Strategic Goals and Objectives (SGO) Draft Terms of Reference
In the context of the development of the European Marine Strategy, the function of the Working Group on Strategic Goals and Objectives (SGO) is generally to develop proposals for an ambitious, clear and coherent set of objectives with a view to promoting sustainable use of the seas and conserving marine ecosystems.

9. Working Group on Strategic Goals and Objectives (SGO) Draft Terms of Reference
the SGO should base its work on the proposals made by the European Commission in it Communication “Towards at strategy to protect and conserve the marine environment” and take into account
(i) the outcome of the Køge Stakeholder Conference,
(ii) the conclusion from the European Council,
(iii) the opinion of the Parliament, (iv) agreements made at the 2002 WSSD
(v) other relevant information.

10. Working Group on Strategic Goals and Objectives (SGO) Draft Terms of Reference
The proposed elements of the Strategy should contain a vision, high level principles and strategic goals to reach the vision and common objectives. SGO should also consider developing overarching headings or groups under which strategic goals and objectives might be combined following different criteria.

11. Eco System Approach (EAM) Terms of Reference
In the context of the development of the European Marine Strategy, the function of the Working Group on Ecosystem Approach to Management of Human Activities (EAM) is generally to develop:
a common approach -a guideline- for an ecosystem approach to human activities;
proposals for implementation of ecosystem approach to human activities affecting the marine environment.

12. Eco System Approach (EAM) Terms of Reference
In addition, EAM will cooperate with or seek advice from bodies working in the context of the Common Implementation Strategy of the EU Water Framework Directive and in particular from Working Group 2A on Ecological Status.

13. Eco System Approach (EAM) Terms of Reference
In doing so the EAM should take account of the outcome of the Køge Stakeholder Conference and other relevant information as follows:
The guideline should:
contain a vision, high level principles and strategic goals;
be common across all areas, all uses and all sectors, and acknowledge that people are intrinsic parts of ecosystems;
be characterised by simplicity;
set out land marks and principle routes, with a strategy to deliver them;
embrace regional diversity through a regional approach, although there are issues over what such regions may look like and that any such divisions should not act as barriers but rather mechanisms to further integration and cooperation; and
embrace the principles of adaptive management as a progressive approach.

14. Eco System Approach (EAM) Terms of Reference
Essential components of the guideline should be:
A vision
Principles
Strategic Goals
The properties (environmental, social and economic) sought through the implementation of an ecosystem approach
Operational regionally based objectives
Limits, targets, and indicators
Actions and delivery tools
Assessment, monitoring and scientific research
Pre-agreed risk management actions

15. Eco System Approach (EAM) Terms of Reference
EAM shall report bi-annually to EU Water Directors and to the governing bodies (or relevant subsidiary bodies) of all partner organisations. It should also provide input to the work of the other working groups established in the context of the Marine Strategy. By June 2004, it shall make a particular contribution to the development European Marine Strategy. This contribution should include, inter alia, a road map for achieving its main aim. In addition, EAM shall report to the relevant bodies working in the context of the Common Implementation Strategy of the EU Water Framework Directive as appropriate.
