MRA on Tourism Professionals MRA was adopted on 8 January 2009 in Ha Noi, during the 12 th Meeting of ASEAN Tourism Ministers Objectives of MRA: To facilitate mobility of Tourism Professionals; and To exchange information on best practices in competency-based education and training for Tourism Professionals and to provide opportunities for cooperation and capacity building across ASEAN Member States.

Gap Analysis on Implementation of MRA on Tourism Professionals

Objectives Map and compare qualifications in all ASEAN Member States with the agreed ASEAN Common Competency Standards on Tourism Professionals (ACCSTP), Common ASEAN Tourism Curriculum (CATC), and Regional Qualifications Framework and Skills Recognition System (RQFSRS). Identify gaps and opportunities for the improvement of the qualification system applied by appointed tourism training and education institution in each ASEAN Member State and recommend follow-up actions. Assessment of hard infrastructure –the availability of training facilities including schools or training institutions and the presence of National Tourism Professional Boards (NTPBs) and Tourism Professional Certification Boards (TPCB) offices Assessment of related national laws, policies and regulations and the capacity and organisational structure of the NTPBs and TPCBs (soft infrastructure) Assess each ASEAN Member State’s preparedness to implement the MRA and to recommend actions to improve their regulatory framework, institutional linkages and capacity for effective implementation of the MRA

Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals

Objectives Assess the need for the Secretariat’s establishment and whether it is the best option to respond to the MRA requirements. Identify how the secretariat should operate–processes and mechanisms–and how to position itself to best support the work of the ATPMC and related institutions. Recommend the nature of the commitment and resources that will be required from the stakeholders for the Regional Secretariat to operate effectively. Secured commitments prior to the establishment of the Secretariat to increase effectiveness, impact and sustainability of the Secretariat.

Establishment of Secretariat Support the work of the ASEAN Tourism Professionals Monitoring Committee (ATPMC) Create awareness and disseminate information about this Arrangement on Tourism Professionals within ASEAN; Promote, update, maintain and monitor the ACCSTP and the CATC; Notify promptly the concerned TPCB upon receipt of feedback from NTPBs, in case a foreign Tourism Professional is no longer recognised by the host country; Facilitate the exchange of information concerning assessment procedures, criteria, systems, manuals and publications relating to this Arrangement; Report its work progress to the ASEAN NTOs; Formulate and update necessary mechanisms to enable the implementation of this Arrangement; and Such other functions and responsibilities that may be assigned to it by the ASEAN NTOs in the future. Maintain ATPRS: Maintain ATPRS: web-based facility to disseminate details regarding the list of Foreign Tourism Professionals duly certified in accordance with MRA
