4 A. Treaty establishing the European Community (Article 151)
1. Overall objective of Community action – respecting national and regional diversity - bringing the common cultural heritage to the fore. 2. Specific objective : encourage co-operation between MS in specific fields 3. EU + MS: cooperation with third countries and competent international organisations 4. 5 B. 1995 Council Resolution on the promotion of statistics on culture and economic growth
Culture is not only economic value but also - information society and spin-offs to other sectors (training, employment, infrastructures, communications, tourism) - social cohesion and cooperation with 3rd countries Data producers (statistical institutes) confirm the request “Figures” are published (Culture and economic growth under the BE presidency) But Awareness of situation (reliable and comparable data) to implement Community action (especially art. 4/Treaty). 6 B. 1995 Council Resolution on the promotion of statistics on culture and economic growth
Countries (Council) Agree to continue work on establishing comparable statistical indicators Through: voluntary exchange of information and statistics between Member States on the basis of the existing statistical data; Invite the Commission to - make better use of existing statistical resources (smooth work) - to study relationship between culture and the economy (importance of the cultural sector in other economic areas (employment, growth, new technologies applied to culture, mobilization of public and private resources in the cultural sector, etc). - to report from time to time on the outcome of its work Culture WG, 4-5 March 2004

7 B. (1996 Council Resolution on the access for all to Culture)
Countries ask the Commission: To carry out a Europe-wide survey on access and needs (based on existing experience and statistics). Objective: target more accurately measures concerning access to culture for citizens within Community programmes, To submit to the Council, by the end of 1997 (?), the outcome of that survey in the form of a report on access to culture for all. B Council Resolution on the integration of cultural aspects into Community actions Invites the Commission to: Continue and improve the supply of good quality information to MS in order to facilitate their own coordination at national level, Undertake a detailed assessment of the economic impact, in particular the employment impact, of cultural activity in the Union Culture WG, 4-5 March 2004

9 B. Culture 2000 action programme
Activities and measures to achieve the Culture 2000 programme The Commission will ensure coordination with other Community instruments active in the cultural sphere through specific actions, mainly with a view to promoting and arranging for collaboration between sectors with common and converging interests, such as for example: cultural statistics resulting from an exchange of comparative statistical information at Community level, Culture WG, 4-5 March 2004

2002: - on culture and the knowledge society (mainly meant: information society) - on the role of culture in the development of the EU - on a new work plan on European cooperation in the field of culture (Among “topics” for the work plan: cooperation between the Member States in the different fields of cultural administration, for instance, cultural statistics and cultural good) - on implementing the work plan on European cooperation in the field of culture: mobility of persons in the cultural sector (among “possible measures”: 9. Facilitate collection of statistical data on mobility in the cultural field) Culture WG, 4-5 March 2004

2003: - on horizontal aspects of culture: increasing synergies with other sectors and Community actions and exchanging good practices in relation to the social and economic dimensions of culture Invites the Commission: - to enhance synergies with other Community areas and activities (preparation to implementation, through an assessment of these actions at all appropriate levels, - to examine the methods through which the exchange of good practices in relation to the economic and social dimension of culture could be developed, including the contribution of cultural activities to social inclusion and to the promotion of cultural diversity; Culture WG, 4-5 March 2004

2001, on cultural cooperation (Ruffolo): Calls on the Commission to submit to the Council and Parliament a draft recommendation on … the request to the Member States to contribute actively, with the Commission, to drawing up and carrying out a three-year cultural cooperation plan incorporating specific targets, such as … reinforcing the Eurostat working group on cultural statistics and broadening the scope of its activities 2002, on the importance and dynamics of the theatre and the performing arts in an enlarged Europe (Fraisse) Calls for the European statistical system to study the situation of the theatre and the performing arts, audience attendance levels, the mobility of performers and the ability of productions to travel within an enlarged Europe, and calls on the Commission to increase Eurostat’s production of cultural statistics Culture WG, 4-5 March 2004

13 C. European Parliament resolutions:
2003 on Cultural Industries (Zorba) Calls on the Commission to elaborate a thorough study with a view to creating a European map of cultural industries, taking into account the forthcoming enlargement of the EU, on the cultural, economic, legal, technological and educational aspects of cultural industry, and to collect data on employment, intellectual property rights, index of competitiveness, new products and exports and to establish a permanent consultation procedure with professional bodies and associations; Urges the Commission: - to study the impact of economic indicators on culture, - to study the impact of an active cultural policy on the economy (skills, progress, labour market sector, etc); - to bring Eurostat cultural industries statistics in line with international standards, and to search for additional and systematic information on the use or consumption of cultural products, by enhancing the responsibilities of the European Audiovisual Observatory and other specialised bodies Culture WG, 4-5 March 2004

14 To what extent the requests of the last 10 years are still valid?
Questions at present: To what extent the requests of the last 10 years are still valid? Which will be the focus of co-operation in the cultural field at the EU level (economic, social cohesion, social and economic impact etc) and which areas will need to be monitored through reliable comparable statistics?
