Why Plan? Local Government Code, Chapter 213 –Allows a municipality to adopt a comprehensive plan for the long-range development of the municipality to promote public health, safety, and welfare City Charter –The master plan shall contain recommendations for the growth, development and beautification of city territory

Comprehensive Planning Program LEVEL ONE: CITYWIDE MASTER PLANS (e.g. Master Plan Policies, Major Thoroughfare Plan) LEVEL TWO: LARGE AREA SECTOR PLANS Growth Strategies for Large Areas (e.g square miles) (No Specific Sector Plans adopted to date) LEVEL THREE: NEIGHBORHOOD AND COMMUNITY PLANS (e.g. Eastern Triangle Plan) LEVEL FOUR: COMMUNITY DEVELOPMENT PROJECT PLANS (e.g. Reinvestment Plans)

Master Plan Policies, 1997 Primary Objectives: Coordinate public and private investment Minimize conflict between land uses Influence both the benefits and cost effectiveness of public investment Predict infrastructure and service needs in advance of demand Ensure that community facilities are located to best serve the community

Why Sector Plans? Regional coordination of resources for future and balanced growth. Addressing changing trends in transportation. Protection of environmental resources. Sustainability Economic strength and diversity

Why plan in the ETJ? Local Government Code, Chapter 212 –A municipality shall not regulate the use of any building or property in its ETJ Compliance with land use in ETJ will be voluntary, not regulatory –Only upon annexation, shall the land use plan in the ETJ be implemented Presents a unified vision for how the community sees itself in the future Provides recommendation for future public and private investment
