Role of local government (Urban municipalities) on WASH By: Rameshor Shrestha Mayor Mahalxmi Municipality, Lalitpur April 17, 2019

Background Nepal entered in Federal Republic Government Devolution of development work at local level Water and sanitation as fundamental constitutional right New Water Act under process New water rules and regulations yet to be prepared

Local Government- Development Priorities Doing it differently Water, Sanitation and Hygiene Health Education Road Other Social Work (Prioritsing them– a challenge)

WASH PLAN and Implementation Medium Term: Prepare Municipal WASH PLAN Immediate: Collect and address critical demand of water , not waiting for municipal WASH Plan Developing public toilet standards and guidelines with at least one model public toilet implementation Integrating public health, hygiene and food safety Moving beyond toilet– Fecal sludge and waste water treatment pilot projects Long Term: Provision of safe water, sanitation and hygiene

How do we do it? Connecting with State and Ministry for policy and budget support Interconnecting with adjoining municipalities for joint work Fund raising from private sectors and donors (domestic and international) Choice of appropriate technological options (support from external and local experiences)

Role of locals in local government Communities place demand and support at Ward level Ward level planning endorsed and supported by Municipality board Operation and maintenance Responsibility to Ward level Executive Members Monitoring, reporting and follow up guidelines prepared and acted upon. Support local champions
