2 Background The Delhi declaration at SACOSAN IV prepared a ROAD MAP to achieve the MDG. 5 Milestones: 1.Country Commitment 2.Enabling Policies 3.Effective and accountable Institution 4.Financing 5.Monitoring and sustaining Change

3 Overall Assessment SNSN SACOSAN Road Map Commitment Satisfactory /Unsatisfactory Qualitative Gains 1 Country commitment Satisfactory Draft Constitution recognizes sanitation as a fundamental right 2 Enabling policies Satisfactory Introduction of “ONE HOUSE – ONE TOILET”, Urban Water Supply and Sanitation Policy 2009 and formulation of Sanitation and Hygiene Master Plan 3 Effective and accountable institutions Satisfactory SCNSA, RWSSCC and DWSSCC are contributing in addition to SSG to enhance sector effectiveness. SEIU as a unit of MPPW is working for JSR, WASH coordination committees envisaged by Sanitation Master Plan at different level to plan & monitor.

5 Statistical Assessment 1.The definition of JMP- WHO/ UNICEF for Improved Sanitation is ADOPTED in the country 2.Adopted in the report as well 3.a. The number of persons without access to improved sanitation at the base year was 16 million, and as percentage of total population it was 94% b. The number of persons without access to improved sanitation at SACOSAN III was 19 million, and as a percentage of total population it was 73%. c. The number of persons without access to improved sanitation in 2010 is 16 million and as a percentage of total population is 57%. d. Therefore progress has been: SATISFACTORY

8 Gaps and Issues TopicsGaps and Issues 1. Country Commitments The Draft constitution has recognized Sanitation as a FUNDAMENTAL right with joint effort both by Govt. & CSOs 2. Enabling Policies Annual Budget of 2009/ 10 pushed for “1 House- 1 Toilet”, WATSAN a priority area. Rural (2004) & Urban (2009) WATSAN Policies provisioned 20% budget for San, Adequate political attention, DoE focus for Enhanced School Sanitation. 3. Effective and Accountable Institutions Sanitation and hygiene is one of the thematic areas for JSR, Local bodies and sectoral line agencies of the govt. are partnering and collaborating by sharing their Resources, Ideas and Information. 4. FinancingBudget increased 4- fold in 2 years in DWSS, MoLD directive to local bodies to spend 20% of WATSAN budget in San., GSF financing for 5 yrs., GAP: Huge investment reqd. in urban Sanitation sector 5. Monitoring and Sustaining Change GoN recognizes definition of JMP, WATSAN database prepared by DWSS- 2009, M&E included as one of the thematic area for upcoming Joint Sector Review (JSR), SEIU working for enhancing the Efficiency in the WATSAN sector.
