1 BANGLADESH VISION Long term vision Focus for 2014-2016
Achieve universal access to safe drinking water, sanitation and hygiene by 2021 by eliminating inequalities in services and ensuring sustainability. Focus for Continue political commitment and priority to eliminate open defecation; Encourage households to move the sanitation ladder from the ODF; Increase WASH services in HtR areas, disaster prone areas and other difficult areas; Increase access to safe water in arsenic contaminated areas; Promote integration of WASH services in other sectors such as education, health and nutrition. Water: 83% have access to improved water, On-track for MDG. Sanitation: 82% have access to sanitary latrine (55% improved & 27% shared), 14% un-improved and only 4% practice OD. Inequalities: Rural households (5%) are likely to practice more OD than urban settings (2%) .

CHALLENGES Key Bottlenecks : Limited funds to sanitation projects particularly in Rural areas and in urban slums; Weak coordination among stakeholders; Low capacity of LGIs and Weak monitoring; HtR areas and other difficult areas; Climate Change and Natural disasters; Peri-urban settings are not targeted with appropriate approaches; Human sludge management in urban areas. 3 Progress on 2012 Commitments
Key achievement areas: Sanitation project proposal has been submitted for approval addressing the needs of geographically difficult areas and the most marginalized groups in rural areas and urban slums; Sector Development Plan has been approved with time-bound actions supported by government directives; Initiative has been taken to approve the arsenic implementation plan. Areas of slow achievement: Separation of WASH budget. Carry-over to 2014: Separate budget line for WASH; Implement and Monitor arsenic implementation plan.

4 2014 Commitments Finance Policy & Plans
Ministry of Finance will approve by 2015 the proposal of separate budget lines for water, sanitation and hygiene (WASH) that was presented in 2012. Increase Government budget by 05% for WASH in each financial year. By 2016, at least additional 7.00 million people living in arsenic contaminated areas gain access to arsenic safe water (within Bangladesh Standards). Policy & Plans - Equity By 2016, increase access to Improved Sanitation from 55% to 60% through sanitation movement. Enhanced WASH projects to HtR areas focusing Climate Change effects with special emphasis to disabled and extreme poor.
