2. BRIEF OVERVIEW JUSTIFICATION : RATIONALE OF TPP:
Ongoing sector reforms and positive effort to develop an enabling environment for pro-poor services delivery
Yet capacity of the Sector to provide sustained pro-poor services, particularly at the local government levels, is weak.
RATIONALE OF TPP:
To help address the current inadequate provision of safe drinking water, sanitation and hygiene (WASH) services to Ghana’s urban poor.

3. TPP OBJECTIVES The overall objective: The specific objectives are to:
To increase access to water supply and sanitation services in selected pilot areas and strengthen sector capacity for pro-poor WASH services delivery.
The specific objectives are to:
Identify a range of innovative management models for providing water services to the urban poor
Test innovative models through carefully packaged demonstration projects
Utilize the learning outcomes of the project to support the creation of the enabling environment (policy, regulation legislative frameworks) for these models to be scaled up.

4. Phasing of Activities
Year 1: Establishment of Project Structures, Sector studies, National LA. Design of demonstration Projects
Year 2: Design of Pilots, Materials Development and testing, RCN Learning, Materials development and dissemination of knowledge
Year 3: Case studies, documentation of experiences from pilots, updating of materials, knowledge products development and sharing, advocacy and dissemination.
Original range of pilot activities might expand to accommodate new 3 AWF/ADB demonstration projects. Under these circumstances Duration might be 4 years and Year 3 will focus mainly on case studies.

5. Role of LA and Objectives of this Meeting
The TPP LA brings together stakeholders with a shared interest in innovation relating to pro-poor services delivery and the scaling-up of innovation.
LA will help ensure that innovations generated through research, demonstrations etc lead to appropriate and sustainable solutions to existing problems.
In line with purpose of LA the aim of this meeting will be to:
Review progress of the Project and ensure that project approach and priorities are in line with needs of sector stakeholders
Get direct inputs from key stakeholders in determining direction and approach to project implementation.

Step 1: Project Start Up Activities
Step 2: Light sector survey
Mapping of existing profile and institutional models for water services delivery
Stakeholder analysis and Mapping of institutional, legal, policy and governance challenges to scaling-up.
Broad overview of promising approaches identified internationally (Global Review)
Accomplishments
Step 1 completed by mid 2008.
Step 2: All studies were carried out and draft reports were out by third quarter of 2008.
Documents currently being finalised and tangible outputs are being finalised.

 Step 3: Analysis of promising approaches
Analysis of Initial Studies and Identification of Options for Case Studies.
GIS maps of innovative approaches.
Detailed Case descriptions of selected “best innovative management approaches”

Case studies held in abeyance in Yr 1 to allow emphasis on Pilot Project Preparation
