Technical Changes ‘Transferred Offender’ option removed from traditional RFRI’s Receiving State can only request RI’s for return- other options no longer available Criminal Case info removed from process Return address/employment can be ‘unknown’ Ensure CCN’s are sent when offender departs! Submission of NOA changes the primary address to ‘NULL’-SS can update if needed If address NULLS prior to CCN created, SS may need to enter a primary address. SS’s can stay on top of this by ensuring the CCN is in workflow prior to sending NOA

ICOTS Whitepaper Dec 2018 Documents the legal implications of ICOTS and the use of ICOTS records as official court documents Addresses questions raised by states regarding the custodian of ICOTS data and its reliability Compact administrators act as ‘custodian’ ‘Hearsay rules’ can vary between jurisdictions Each state should know its own rules as it relates to ICOTS ICOTS is system of record; PDF’s are a representation of data as current as at the time it is pulled Affidavits may be necessary and are to be provided by the state who entered the data.
