Explain new process of smaller releases and ind enhancements going into PREP

6 ‘Tolling’ Functionality
Sending States Must enforce use of the feature within its own legal parameters Provide clarity to the receiving state as needed as to what ‘tolling’ means in the respective ICOTS case(s) Managed through the ‘change’ supervision end date accessible by: Sending State Assigned User Sending State Compact Staff States can certainly share how they may use this functionality with each other but tolling is not a function of the compact rules so caution should be applied when using the feature. May require legal consultation in your state.

Notifications At the time supervision end date is set to ‘tolling’ [All interested parties] Every 30 days while in ‘tolling’ status [Assigned users in the Sending State] Suspends Case Closure Due notifications to Receiving State users Provides new identifier for various reports

Encourage collective solutions for training issues Promote effective communication ‘Difficult Cases’ ‘Invalid Denials’ Establishing ‘good’ relationships w/ border states Share ideas & training tools! Contribute content ideas for DCA Institute 2018 Lots of requests for what good violation reports or good hearing waivers or reports, states should be sharing If issues affect multiple states (subpoenas, Indian reservations, supervision practices, etc.) share how your state deals with that situation Effective communication—most instances where states don’t agree in a situation are simply looking at the rules in a different way based on their take. If it hasn’t gotten to the point where your commissioner is requesting an opinion from our office or reporting an incident of a rule violation, it’s a communication issue between the two states.
